<p>This is a study of the logistical system that supported the Union armies in the Civil War, focusing on the Army of the Cumberland under the command of Major General William S. Rosecrans in 1863. It begins with a description of the logistical bureaus in the War Department in Washington, D.C. and the challenges they had in developing the national logistical support structure in the first years of the war. Next, the support structure in the Department of the Cumberland is described, to include the challenges in maintaining the rail link from Nashville, Tennessee, back to Louisville, Kentucky. Finally, the performances of the commanders and logisticians in the field during the Tullahoma and Chickamauga Campaigns are explored, with an emphasis on the problems with transportation.</p> <p>This study concludes that the logisticians overcame enormous problems to create a logistical system that allowed the commanders to win the war. In the Army of the Cumberland, the support was exceptional when compared to the challenges that were faced. Logistics became a limiting factor because of the senior leadership’s poor planning, disregarded orders, and unrealistic expectations which doomed both the Tullahoma and Chickamauga Campaigns from achieving decisive results even before they had begun.</p> <p>This study attempts to put the rarely explored, but extremely significant, field of logistics in its proper place of importance in the study of military history. In meeting these challenges, U.S. civilian and military leaders fundamentally altered how the United States went to war, implementing a system of national conscription and linking the economy and society to the military to a degree far surpassing that of the Civil War. Never before or since have the U.S. armed forces experienced a comparable period of massive expansion coupled with unprecedented organizational transformation in such a brief period as during 1917-1918.</p> <p>In Europe, the United States joined a military coalition well-versed in the methods of modern warfare but lacking in consistent battlefield success. The American commander, General John J. Pershing, had to coordinate with foreign countries for training, logistical support, and operational planning. Nevertheless, he maintained total authority over American military operations in Europe, and his decisions ensured the development of a distinctive American military identity. This arrangement produced considerable friction and animosity as he rejected strenuous efforts to amalgamate American manpower into European armies, but he maintained the independence and integrity of what would be known as the American Expeditionary Forces (AEF). In recent years, the strategy of concentrating on core competencies of companies led to a vertical disintegration of processes along the value chain. Practical experience shows that companies focusing on their core competencies in first turn outsource logistics operations within their supply chain management to external service providers. Outsourcing is defined as 'the practice of buying goods and services from outside suppliers, rather than producing them within a firm.' Harvard Business Review(HBR), the popular management journal recently listed outsourcing as one of the most influential concepts coined in the last 75 years. A fundamental question to ask in this work is whether outsourcing is really value enhancing and, in particular, whether the firm that undertakes outsourcing becomes more efficient as a result. In the context of this work the degree of efficiency will be addressed by analysing the input side as labour costs and capital for initial investments. It will be shown that in an attempt to increase efficiency by reducing expenses and turning fixed costs into variable costs, companies pursue restructuring procedures that include outsourcing of non-core activities to specialists having a lower cost base due to better economies of scale and scope. While the U.S. Navy is proficient in delivering fuel and other materiel via underway replenishment, it also depends heavily upon a network of airports and seaports. The Combat Logistics Force, operating from these facilities, carries this materiel and moves it the last tactical mile; however, the Mark 41 Vertical Launch System (VLS) represents a critical vulnerability as it can only be reloaded while a ship is in port. Additionally, the Navy relies heavily upon access to port facilities that are often in range of potential adversaries possessing anti-access and area denial weaponry. Protecting this infrastructure and sustaining naval operations requires the cooperation of the other Services to provide air defense, force protection, and just-in-time delivery of munitions via inter-theater air transport. A review of naval operations in the 20th Century reveals operational insights and specific requirements for addressing MK 41 VLS replenishment in austere ports and anchorages. Several other near peer adversaries possess similar Anti-Access/Area Denial (A2/AD) capabilities to contest United States (U.S.) military operations. A Navy carrier strike group has the ability to defeat an initial attack but a significant expenditure of missiles, fired from the MK 41 Vertical Launch System (VLS), would diminish its capacity to withstand repeated attacks. The MK 41 VLS limiting factor is its reloading process, which requires the ship to be stable with minimal pitch, roll, and yaw. These conditions rarely occur in the open ocean. Lacking the ability to replenish VLS munitions at sea, a Navy carrier strike group would have to return to port in order to rearm its VLS missiles. During a conflict, the port in which rearming is conducted would require protection from adversary attack. In the event of conflict with a near peer adversary possessing weapons capable of striking the reloading port, the Navy may not be able to conduct VLS reloading at preferred port facilities due to threat of attack or actual damage to key facilities. The Navy may have to withdraw to another port outside the range of likely enemy attack in order to rearm its VLS equipped ships. Unfortunately, withdrawing from the battlespace risks ceding initiative to the adversary, which will slow the tempo of combat operations and present risk for the Combatant Commander.
