Although Philadelphia's Black community lived in a free city in a free state, they faced constant threats to their personal safety and freedom. Enslavers, kidnappers, and slave catchers prowled the streets of Philadelphia in search of potential victims, violent anti-Black riots erupted in the city, and white politicians legislated to undermine Black freedom. In <em>Street Diplomacy,</em> Elliott Drago illustrates how the political and physical conflicts that arose over fugitive slave removals and the kidnappings of free Black people forced Philadelphians to confront the politics of slavery.</p> <p>Pennsylvania was legally a free state, at the street level and in the lived experience of its Black citizens, but Pennsylvania was closer to a slave state due to porous borders and the complicity of white officials. During the 1950s and 1960s, Rittenhouse Square was the site of informal public gatherings. These gatherings of friends and strangers helped set the stage for the Annual Reminder, the first public protest in support of "homosexual equal rights," which took place every Fourth of July at Independence Hall. The boy loved Teddy and vice versa. But, the boy loathes and is terrified of the verbal and physical abuse that is occasionally bestows on his mother, when Teddy drinks and has flashbacks to something that happened while in the Navy. Self-professed, Virginia, country-boy, Teddy Lacet is proud of a very bright son that has most of his mother’s features and is growing leaps and bounds. Only Teddy’s oldest sister produced any children. Teddy was extremely proud of his miracle child and showed him off every chance he got. Regina, the oldest Sonnesta sister, promised her deceased mother, that she would look after all of her sisters and see that the three youngest girls would graduate from high school. Regina took her strict, no-nonsense and consistent disciplinary attitude from her mother. She applied it to her grown and teenage sisters, as well as her young son. She commanded the reverent respect of all that knew her, although she only stood five feet two inches tall. But the knowledge, character and common sense that she possessed accompanied with the way that she carried herself made her a force to be reckoned with. Tory’s intelligence and demeanor increased with his rapid growth. He also learned at a very early age that his good looks, manners and being smart was rewarding. Good looks and advanced growth was the main reason that he was engaged in having sex at an early age. He was actually much smarter than any of his family members or teachers knew, because he had a memory that was like a tape recorder. There were times when Tory would do or say logical things that were astonishing, because no one expected such logical thinking coming from someone so young. But, what was more amazing was what he kept to himself. Regina knew that if she didn’t put the fear of God in him and discipline him at a very early age, he would suffer the consequences of the streets and or the penal system. When Teddy had flashbacks and memories about his Navy days, Regina felt boxed-in and trapped, she coped, but had a plan. To Regina, Tory was the only thing that mattered and she was willing to deceive, lie, coerce and even kill, if it meant making a better world for her only child. <p>The idea for this book grew out of my deep appreciation for recorded history. I've learned that unless the facts are written, people will soon forget them. So it is important to document the history of the personalities and events that led to my election in1983 as the first African American mayor of Philadelphia, to properly record and connect events so that future generations will understand and appreciate our struggle and our achievements. This book attempts to connect some of the events and personalities of the U.S social and civil rights movements with the movement in the City of Philadelphia between 1968 and 1983 that resulted in a dramatic increase in Black political empowerment. While many of the individuals involved in these events were African Americans, there were also some non-African Americans who played crucial roles in bringing about the transformation. This book will attempt to chronicle all of their roles and put them in chronological order, so that those who read this in the future will know how these events took place. Those who read it will see that the Black pioneers who pursued public office in Philadelphia during this time were driven and purposeful, and committed to the agenda of empowering Black Philadelphians. They recognized that politics was not the end game, but rather a means to achieving genuine social change and equal justice. It is hoped that political scientists and students of history will especially find this book useful. While the book looks at some events before 1950, the preliminary period of 1950 to 1968 was critical in bringing about the transformation that took place between 1968 and 1983. For purposes of clarity, this book will discuss the major events of my administration and the administrations of Philadelphia's subsequent mayors from 1992 to 2014, in order to illustrate the evolution of Black empowerment in the city and how these mayors came to be elected.
