<p>Israeli politics and policymaking reflect themes long imbedded in Jewish culture. The concepts of Chosen People and Promised Land, and their meaning in Christian as well as Jewish religious traditions, assure that Israel is perpetually in the international spotlight. They also impose a sense of distinctiveness on the Israeli population. Some Israelis trumpet their country's accomplishments with unrestrained superlatives. Social critics accuse Israel of having the worst of the world's conditions. In this they reflect another trait that seems to have been inherited from the ancients: the prophetic tradition of extreme self-criticism. In reality, much of what occurs in Israel is similar to what occurs in countries that share its characteristics: democracy, western culture, and an advanced level of economic development. Such an idea may seem bizarre alongside headlines about suicide bombings and the country's aggressive defensive posture. This misses what is normal about Israel. In Israel policymakers weigh benefits and costs of various options, and generally choose something moderate, just as they do elsewhere. But this reality does not dim the rhetoric of politics, where hyperbole frequently seems more evident than rational discourse. Sharkansky discusses three central issues in Israeli public affairs: religion, national security, and social policy. He describes how policymakers relate to these issue and themes. Major problems may not be solved, but they are managed in a way that is tolerable. It is in this trait that Israel resembles other western democracies. In sum, biblical themes affect Israel's political rhetoric more than they affect the way officials actually work out their problems. <p><em>Royal Favouritism and the Governing Elite of the Spanish Monarchy, 1640-1665</em> presents a study of the later years of the reign of Philip IV from the perspective of his favourite (<em>valido</em>), don Luis M?ndez de Haro, and of the other ministers who helped govern the Spanish Habsburg Monarchy. It offers a positive vision of a period that is often seen as one of failure and decline. Unlike his predecessors, Haro exercised the favour that he enjoyed in a discreet way, acting as a perfect courtier and honest broker between the king and his aristocratic subjects. Nevertheless, Alistair Malcolm also argues that the presence of a royal favourite at the head of the government of Spain amounted to a major problem. The king's delegation of his authority to a single nobleman was considered by many to have been incompatible with good kingship, and Philip IV was himself very uneasy about failing in his responsibilities as a ruler. Haro was thus in a highly insecure situation, and sought to justify his regime by organizing the management of a prestigious and expensive foreign policy. In this context, the eventual conclusion of the very honourable peace with France in 1659 is shown to have been as much the result of the independent actions of other ministers as it was of a royal favourite very reluctantly brought to the negotiating table at the Pyrenees. <p><em>Governing through Globalised Crime</em> provides an analysis of the impact of globalisation of crime on the governance capacity of the international criminal justice system. It explores how the perceived increased risk in global security has resulted in a reformulation of the relationship between crime and governance.</p> <p>The book seeks to argue that values of freedom, equality, communitarian harmony and personal integrity which the prosecution of crimes against humanity are said to advance, need not be sacrificed in a new world order obsessed with partial security and secularized risk. This book aims to address a way forward for the governance capacity of international criminal justice, arguing that international criminal justice provides a central tool for global governance. In exploring the dependency of global governance on crime and control, projections can be made about the changing face of international criminal justice. Fundamental transformation is required to hold <em>unjust</em> global dominion to account.</p> <p>The book's policy perspective challenges international criminal justice to return to the more critical position justice has exercised in the <em>separation of powers</em> constitutional legality. For liberal democratic theory at least, judicial authority and its institutions have ensured constitutional legality by requiring the legislature and the executive to operate accountably against a higher normative order. This is not a predominant function of judges and courts in the international context despite their statutory invocation to this task .</p> <p>Case-studies of global crime and control reveal contexts in which the co-opted governance of institutional ICJ in particular, has a politicized motivation which too often advances the authority and interests of one world order against the sometimes legitimate resistance of criminalized communities. <p>How did a scrawny black kid -- the son of a barber and a domestic who grew up in Harlem and Trenton -- become the 106th mayor of New York City? It's a remarkable journey. David Norman Dinkins was born in 1927, joined the Marine Corps in the waning days of World War II, went to Howard University on the G.I. Bill, graduated cum laude with a degree in mathematics in 1950, and married Joyce Burrows, whose father, Daniel Burrows, had been a state assemblyman well-versed in the workings of New York's political machine. It was his father-in-law who suggested the young mathematician might make an even better politician once he also got his law degree.</p> <p>The political career of David Dinkins is set against the backdrop of the rising influence of a broader demographic in New York politics, including far greater segments of the city's "gorgeous mosaic." After a brief stint as a New York assemblyman, Dinkins was nominated as a deputy mayor by Abe Beame in 1973, but ultimately declined because he had not filed his income tax returns on time. Down but not out, he pursued his dedication to public service, first by serving as city clerk. In 1986, Dinkins was elected Manhattan borough president, and in 1989, he defeated Ed Koch and Rudy Giuliani to become mayor of New York City, the largest American city to elect an African American mayor.</p> <p>As the newly-elected mayor of a city in which crime had risen precipitously in the years prior to his taking office, Dinkins vowed to attack the problems and not the victims. Despite facing a budget deficit, he hired thousands of police officers, more than any other mayoral administration in the twentieth century, and launched the "Safe Streets, Safe City" program, which fundamentally changed how police fought crime. For the first time in decades, crime rates began to fall -- a trend that continues to this day. Among his other major successes, Mayor Dinkins brokered a deal that kept the US Open Tennis Championships in New York -- bringing hundreds of millions of dollars to the city annually -- and launched the revitalization of Times Square after decades of decay, all the while deflecting criticism and some outright racism with a seemingly unflappable demeanor. <p><em>Governing After War</em> explores how wartime processes affects post-war state-building efforts when rebels win a civil war and come into power. Post-war governance is a continuation of war--although violence has ceased, the victor must consolidate its control over the state through a process of internal conquest. This means carefully making choices about resource allocation towards development and security. Where does the victor choose to spend, and why? And what are the implications for ultimately consolidating power and preventing conflict recurrence? The book examines wartime rebel-civilian ties under rebel governance and explains how these ties--along with rebel governing institutions--shape the rebel victors' post-war various resource allocation strategies to establish control at the sub-national level. In turn, successfully balancing resources dedicated toward development and security helps the victor to consolidate power. The book relies on mixed-methods evidence from Zimbabwe and Liberia, combining interviews, focus groups, and archival data with fine-grained census, administrative, survey, and conflict datasets to provide an in-depth examination of subnational variation in wartime rebel behavior and post-war governing strategies. A comparison of Zimbabwe and Liberia alongside four additional civil wars in Burundi, Rwanda, C?te d'Ivoire, and Angola further demonstrates the importance of wartime civilian tie-formation for post-war control. The argument's central insights point to war and peace as part of a long state-building process, and suggest that the international community should pay attention to sub-national political constraints that new governments face.
