The evidence is clear: we have been unable to manage many long-term issues including climate change, nuclear waste disposal, natural disaster preparedness, infrastructure maintenance, and budget deficits. If voters and influential actors, such as interest groups and corporations, have dominant short-term interests, it may be difficult for elected politicians to act in the long-term interests of society, even if they think that it would be the right thing to do. To solve long-term problems, do we need political systems that are less democratic, or even authoritarian? This idea, which Michael K. MacKenzie calls the "democratic myopia thesis," is a sort of conventional wisdom; it is an idea that scholars and pundits take for granted as a truth about democracy without subjecting it to adequate critical scrutiny. In ＜em＞Future Publics＜/em＞, MacKenzie challenges this conventional wisdom and articulates a deliberative, democratic theory of future-regarding collective action. Specifically, MacKenzie argues that each part of the democratic myopia problem can be addressed through democratic--rather than authoritarian--means. At a more fundamental level, once we recognize that democratic practices are world-making activities that empower us to make our shared worlds together, they should also be understood as future-making activities. Hence, say the etymologists, the English word “charm,” which still, of course, characterises the modern witch, if not the modern wizardーneither of whom, we may add, is nowadays a medical practitioner. Besides, denunciations are, of course, grunted and growled with more or less of a semblance of singing in modern opera. To substantiate my words I need only mention that interminable sceneーor is it an act?ーof gloom and evil plottings by Telramund and Ortrud in Lohengrin. But if I am again singing, this time, I trust, my voice will sound in the ears of my hearers less shrill, less strident, less of a shriek. For, in sooth, the present theme is one upon which we are justly entitled, in so far as England and Scotland at all events are concerned, to raise what would be a Nunc Dimittis of praise and thanksgiving, were it not that the price of cleanly air like that of liberty is eternal vigilance, seeing that our nostrils are no longer offended by the stenches our forefathers had to put up with. That they endured such offences philosophically, cheerfully even, laughing at the unpleasantness as men do at a bad smell, is true. It is not here intended to be denied but that much may be learned by this method of procedure; yet is it unhesitatingly advanced as a necessary axiom in polity, that the state of nature should be first regarded, and the different improvements upon, or at least alterations from, that state afterwards compared, for the purpose of introducing a still higher degree of amelioration. In no condition can the natural propensities of man be learned so readily as in a natural condition; and the more civilization has increased in any country, so much the more difficult will it be to lay down a Code of Laws which shall have the effect of correcting the natural evils and vicious propensities of the natives of the clime.＜/p＞＜p＞It might, perhaps, at first sight, appear that these remarks are not peculiarly applicable to the subject of the present Essay; but this is by no means the case. The object of History is to make the experience of past ages subservient to the use of the present; and the object of Education to enable the existing generation to take advantage of the experience so afforded. But if that portion of History most rich in traits of nature, most prolific in change, most useful in developing the workings of unsophisticated mind, be neglected, it were absurd to imagine that the present age could derive the benefit such period affords from other sources, which are undeniably less adequate to bestow it.＜/p＞＜p＞Circumscribed, however, as a brief composition of such a nature as the present must necessarily be, it is not perhaps advisable to enlarge upon a point of opinion that might admit of controversy.
