The TMI 2 Lessons Learned Task Force suggested change in several fundamental aspects of basic safety policy for nuclear power plants. Changes in nuclear power plant design and operations and in the regulatory process are discussed in terms of general goals. The appendix sets forth specific recommendations for reaching these goals.＜/p＞ ＜p＞The accident began about 4:00 a.m. on March 28, 1979, when the plant experienced a failure in the secondary, non-nuclear section of the plant. The main feedwater pumps stopped running, caused by either a mechanical or electrical failure, which prevented the steam generators from removing heat. First the turbine, then the reactor automatically shut down. Immediately, the pressure in the primary system (the nuclear portion of the plant) began to increase. In order to prevent that pressure from becoming excessive, the pilot-operated relief valve (a valve located at the top of the pressurizer) opened. The valve should have closed when the pressure decreased by a certain amount, but it did not. Signals available to the operator failed to show that the valve was still open. As a result, cooling water poured out of the stuck-open valve and caused the core of the reactor to overheat. As coolant flowed from the core through the pressurizer, the instruments available to reactor operators provided confusing information. There was no instrument that showed the level of coolant in the core. Instead, the operators judged the level of water in the core by the level in the pressurizer, and since it was high, they assumed that the core was properly covered with coolant. In addition, there was no clear signal that the pilot-operated relief valve was open. As a result, as alarms rang and warning lights flashed, the operators did not realize that the plant was experiencing a loss-of-coolant accident. They took a series of actions that made conditions worse by simply reducing the flow of coolant through the core. Because adequate cooling was not available, the nuclear fuel overheated to the point at which the zirconium cladding (the long metal tubes which hold the nuclear fuel pellets) ruptured and the fuel pellets began to melt. It was later found that about one-half of the core melted during the early stages of the accident. Although the TMI-2 plant suffered a severe core meltdown, the most dangerous kind of nuclear power accident, it did not produce the worst-case consequences that reactor experts had long feared. In a worst-case accident, the melting of nuclear fuel would lead to a breach of the walls of the containment building and release massive quantities of radiation to the environment. The idea of citizenship regimes is crucial for making the argument that law must be seen not simply as bare provisions but also examined for the ideological practices that validate it and lay claims to its enforceability. While citizenship regime in India can be distinguished from one another on the basis on their distinct political and legal rationalities, cumulatively they present a movement from jus soli to jus sanguinis. The movement towards jus sanguinis has been a complex process of entrenchment of exclusionary nationhood under the veneer of liberal citizenship. This work argues that the contemporary landscape of citizenship in India is dominated by the Citizenship Amendment Act (CAA) 2019 and the National Register of Citizens (NRC). The CAA 2019 and the NRC emerged as distinct tendencies from the amendment in the citizenship law in 2003. These tendencies subsequently become conjoined in an ideological alignment to make citizenship dependent on lineage, spelling out ideas of belonging which are tied to descent and blood ties. The NRC has invoked the spectre of 'crisis' in citizenship generated by indiscriminate immigration and the risks presented by 'illegal migrants', to justify an extraordinary regime of citizenship. The CAA provides for the exemption of some migrants from this regime by making religion the criterion of distinguishability. The CAA 2019 and NRC have generated a regime of 'bounded citizenship' based on the assumption that citizenship can be passed on as a legacy of ancestry making it a natural and constitutive identity. At press time, TEPCO is reporting that water levels in the spent nuclear fuel pools located above the reactors in the Number 3 and Number 4 units of the Fukushima Daiichi Power Station are heating up and running low on water. There is extreme concern that the fuel rods in those pools could overheat and possibly release large amounts of radiation. After a brief overview of the handling of spent nuclear fuels, we present two major studies for the Nuclear Regulatory Commission (NRC) which deal with the hazards of reactor spent fuel pools. The first report, by the Sandia Laboratories, specifically addresses the type of situation faced by TEPCO at Fukushima with boiling water reactors (BWR). The second report, by the Brookhaven National Laboratory, characterizes the radiological risks posed by storage of spent reactor fuel at commercial reactors. Finally, we reproduce a report by the GAO about the safety of spent nuclear fuel.＜/p＞ ＜p＞Allen Benjamin and others, writing in the Sandia report, state: "Analysis of spent fuel heatup following a hypothetical accident involving drainage of the storage pool is presented. Computations based upon a new computer code called SFUEL have been performed to assess the effect of decay time, fuel element design, storage rack design, packing density, room ventilation, drainage level, and other variables on the heatup characteristics of the spent fuel and to predict the conditions under which clad failure will occur. It has been found that the likelihood of clad failure due to rupture or melting following a complete drainage is extremely dependent on the storage configuration and the spent fuel decay period, and that the minimum prerequisite decay time to preclude clad failure may vary from less than 10 days for some storage configurations to several years for others."＜/p＞ ＜p＞The report discusses emergency aspects of pool water loss relevant to the Japanese situation. "An alternative way to maintain coolability, at least on a temporary basis, would be to provide an emergency water spray of sufficient intensity to remove the decay heat by its latent heat of vaporization. The water supply could be available from onsite hydrants, from onsite storage tanks, from remote portable storage tanks, or, preferably, from a combination of onsite and remote sources in order to reduce the risk of unavailability. Facility personnel would presumably be available to set up fire hoses and initiate the spray in the event of a complete power failure, and the spray would be continued until the source of the leak could be repaired."＜/p＞ ＜p＞The abstract for the BNL report reads: "This investigation provides an assessment of the likelihood and consequences of a severe accident in a spent fuel storage pool - the complete draining of the pool. Potential mechanisms and conditions for failure of the spent fuel, and the subsequent release of the fission products, are identified. Two older PWR and BWR spent fuel storage pool designs are considered based on a preliminary screening study which tried to identify vulnerabilities. Internal and external events and accidents are assessed. Conditions which could lead to failure of the spent fuel Zircaloy cladding as a result of cladding rupture or as a result of a self-sustaining oxidation reaction are presented. Propagation of a cladding fire to older stored fuel assemblies is evaluated. At press time, there is continuing concern about the status of the spent nuclear fuel pools located above the reactors in several units of the Fukushima Daiichi Power Station in Japan ravaged by the March 11, 2011 earthquake and tsunami. Heroic efforts are underway to spray the pools with water to prevent the emission of large amounts of radiation. This new compendium includes a brief overview of the handling and security of spent nuclear fuels and three major studies for the Nuclear Regulatory Commission (NRC) which deal with the hazards of reactor spent fuel pools. The first report, by the Sandia Laboratories, specifically addresses the type of situation faced by TEPCO at Fukushima with boiling water reactors (BWR). The second report, by the Brookhaven National Laboratory, characterizes the radiological risks posed by storage of spent reactor fuel at commercial reactors. Excerpts from a third report discuss possible mitigation options for pool accidents. Finally, we reproduce a report by the GAO about the safety of spent nuclear fuel.＜/p＞ ＜p＞A 1989 Brookhaven National Laboratory report dismissed suggestions for additional safety measures in a cost/benefit analysis. Measures which might be useful in a situation such as the Fukushima disaster, including inventory reduction, seismic-proof water systems, and covering the pool with solid materials after an accident, are discussed.＜/p＞ ＜p＞Allen Benjamin and others, writing in the Sandia report, state: "Analysis of spent fuel heatup following a hypothetical accident involving drainage of the storage pool is presented. Computations based upon a new computer code called SFUEL have been performed to assess the effect of decay time, fuel element design, storage rack design, packing density, room ventilation, drainage level, and other variables on the heatup characteristics of the spent fuel and to predict the conditions under which clad failure will occur. It has been found that the likelihood of clad failure due to rupture or melting following a complete drainage is extremely dependent on the storage configuration and the spent fuel decay period, and that the minimum prerequisite decay time to preclude clad failure may vary from less than 10 days for some storage configurations to several years for others."＜/p＞ ＜p＞The report discusses emergency aspects of pool water loss relevant to the Japanese situation. "An alternative way to maintain coolability, at least on a temporary basis, would be to provide an emergency water spray of sufficient intensity to remove the decay heat by its latent heat of vaporization. The water supply could be available from onsite hydrants, from onsite storage tanks, from remote portable storage tanks, or, preferably, from a combination of onsite and remote sources in order to reduce the risk of unavailability. Facility personnel would presumably be available to set up fire hoses and initiate the spray in the event of a complete power failure, and the spray would be continued until the source of the leak could be repaired."＜/p＞ ＜p＞The abstract for the BNL report reads: "This investigation provides an assessment of the likelihood and consequences of a severe accident in a spent fuel storage pool - the complete draining of the pool. Potential mechanisms and conditions for failure of the spent fuel, and the subsequent release of the fission products, are identified. Two older PWR and BWR spent fuel storage pool designs are considered based on a preliminary screening study which tried to identify vulnerabilities. Many people asked me to put into writing the principles I had shared, so they could remember and review them when they needed a reminder. Writing the book took me about two years, and I had a thousand copies printed. I ran out of them fifteen years ago. I have had numerous requests for copies since then but was unable to accommodate them. Last year, I set a goal to publish a revised and updated version as an e-book so that it would be available to those who may benefit from its principles. This new version reflects changes in church policies and procedures, quotes from current Church leaders, insights from professionals, and experiences from my own marriage, to enhance and clarify these principles. It will be instructive for members of The Church of Jesus Christ of Latter-Day Saints, but any marriage could benefit by applying its principles. It also explains the principle of eternal marriage in detail and contains many quotes and scriptures that clarify the steps needed to "become one." When these principles are regularly applied in a marriage, they will ensure happiness and success. The title of the book, "If Ye Are Not One Ye Are Not Mine," comes from a scripture in Doctrine and Covenants 38:27. According to the scripture, for a temple marriage to become eternal, we must "become one" in every way. In the book, I use a recipe analogy to explain the need for proper ingredients in the marriage relationship. If you leave ingredients out of a recipe, it will not turn out the same. For instance, if you were baking a cake and left the eggs out, it will not rise. Likewise, in marriage, leaving out key ingredients will affect your ability to become one. I identify these key ingredients and clarify the differing roles of husbands and wives in the marriage covenant. These ingredients include continued courtship, intimacy, priesthood leadership in the home, family finances, and improving relationships, just to name a few. It is particularly helpful for couples engaged to be married, those recently married, those experiencing challenges in their marriage, or those who just need a marriage tune-up. Those I counseled, who were willing to apply these principles, began to experience a oneness they had never known and their marriages became their top priority. In order to get the most out of the book, couples should read it together, and discuss how to incorporate the principles it contains. I can testify from personal experience that they work.
