Process and Procedure in EU Administration【電子書籍】[ Professor Richard Rawlings ]

This book is about the administrative procedures of the European Union, which we see as the 'super glue' holding in place the sprawling structures of the EU governance system. The early chapters deal with the structures expansively defined, the diverse functions of administrative procedures in the EU and the values that underpin them, concentrating on the respective contributions of the legislature and administration. A separate chapter deals with the important procedural function of rights protection through the two Community Courts and the contribution of the European Ombudsman. We then turn to 'horizontal' or general procedures, dealing with executive law-making, transparency and the regulation of government contracting. A study of Commission enforcement procedure ends the section. 'Vertical' or sector-specific studies in significant areas of EU administration follow, including competition policy, cohesion policy (structural funds) and financial services regulation. Separate chapters deal with policing cooperation through Europol and with the interplay of international and EU institutions in the fields of environmental procedure and human rights. The final chapter contains the authors' reflections on current proposals for codification but ends with a general evaluation of the role and contribution of administrative procedure in the construction of the EU.

A Killing on Ring Jaw Bluff The Great Recession and the Death of Small Town Georgia【電子書籍】[ William Rawlings ]

A KILLING ON RING JAW BLUFF recounts the rise and fall of Georgia’s rural population as told through the story of Charles Graves Rawlings. From modest beginnings as a liveryman, he acquired nearly 40,000 acres of land, as well as a bank, a railroad, and diverse other businesses. By 1920, he was one of the state’s wealthier men, with a loving wife and family, and powerful political connections. Five years later he was facing a sentence of life in prison for his role in the alleged murder of his first cousin, Gus Tarbutton. The growth of wealth in rural Georgia during the first two decades of the twentieth century was dramatic, as was the economic crash that accompanied and followed the so-called Great Recession of 192021. While the rest of the nation recovered rapidly, transitioning to the era of the Roaring Twenties, the rural South remained mired in social and financial despair. This is the story of rural Georgia that foreshadowed our own day, our own story.

Waiting To Cry Travails of a Long Journey【電子書籍】[ Whip Rawlings ]

It was March 1977, and the harsh winter began to give way to forty-degree weather. We have survived another harsh winter a winter in most eyes that was unforgiving. Most cars lay buried deep beneath the snow, not a single indentation of a cars roof but level ground as far as the eye could see. The snow must have been at least ten feet deep if it wasn’t a foot. January’s harsh weather was far from being over; ice lined the edges of the sidewalks, turning into slush sliding down the sewers, cleansing the streets as its final winter act. I must say, if I said I didn’t mine the snow, I would be lying are being paid to make such a ridiculous statement. I hated going to school in the early mornings during the winter months. I also hated going to school in the early mornings in the spring and fall months. I guess you can say I didn’t enjoy the educational process.

The Life She Wished to Live A Biography of Marjorie Kinnan Rawlings, author of The Yearling【電子書籍】[ Ann McCutchan ]

A comprehensive and engaging biography of Marjorie Kinnan Rawlings, Pulitzer Prize?winning author of the beloved classic The Yearling.

Washington, DC, born and Wisconsin educated, Marjorie Kinnan Rawlings was an unlikely author of a coming-of-age novel about a poor central Florida child and his pet fawnーmuch less one that has become synonymous with Florida literature writ large.

Rawlings was a tough, ambitious, and independent woman who refused the conventions of her early-twentieth-century upbringing. Determined to forge a literary career beyond those limitations, she found her voice in the remote, hardscrabble life of Cross Creek, Florida. There, Rawlings purchased a commercial orange grove and discovered a fascinating world out of which to writeーand a dialect of the poor, swampland community that the literary world had yet to hear. She employed her sensitive eye, sharp ear for dialogue, and philosophical spirit to bring to life this unknown corner of America in vivid, tender detail, a feat that earned her the Pulitzer Prize in 1938. Her accomplishments came at a price: a failed first marriage, financial instability, a contentious libel suit, alcoholism, and physical and emotional upheaval.

With intimate access to Rawlings’s correspondence and revealing early writings, Ann McCutchan uncovers a larger-than-life woman who writes passionately and with verve, whose emotions change on a dime, and who drinks to excess, smokes, swears, and even occasionally joins in on an alligator hunt. The Life She Wished to Live paints a lively portrait of Rawlings, her contemporariesーincluding her legendary editor, Maxwell Perkins, and friends Zora Neale Hurston, Ernest Hemingway, and F. Scott Fitzgeraldーand the Florida landscape and people that inspired her.

The author argues that instead of trying to uncover simple themes, the most revealing thing about them is the tensions around which they were constructed.

Revolution and Democracy in Ghana The Politics of Jerry John Rawlings【電子書籍】[ Jeffrey Haynes ]

This book analyses Flight-Lieutenant Jerry John Rawlings’ plans for radical democratisation in Ghana, involving ordinary people directly in the country’s political and economic decision-making processes.

Rawlings came to power in Ghana in late 1981 determined to restructure the characteristics of Ghana's political and economic systems. Despite Rawlings’ aim to bring ordinary Ghanaians into the decision-making process, his regime was still heavily dependent on the support of the military and attempts at direct democracy ultimately ended in failure. Outside analysts have viewed his plans as one of Africa’s most draconian economic reform programmes. The book traces this turbulent period of Ghana’s history, showing Rawlings’ development from a fiery revolutionary to a democracy-supporting politician adept at winning elections. It investigates how, despite frequent coup attempts and the loss of most of its original civilian support base, the regime was able to remain in power, overseeing a halt to economic decline and a return to growth.

Building on over thirty years of research, including contemporaneous interviews conducted by the author during Ghana’s ‘revolutionary’ period, this book will be of interest to researchers of African history and politics.

Crossing the Creek The Literary Friendship of Zora Neale Hurston and Marjorie Kinnan Rawlings【電子書籍】[ Anna Lillios ]

One of the twentieth century's most intriguing and complicated literary friendships was that between Zora Neale Hurston and Marjorie Kinnan Rawlings. In death, their reputations have reversed, but in the early 1940s Rawlings had already achieved wild success with her best-selling and Pulitzer Prize-winning novel, The Yearling, while Hurston had published Their Eyes Were Watching God to unfavorable critical reviews.

When they met, both were at the height of their literary powers. Hurston appears to have sought out Rawlings as a writer who could understand her talent and as a potential patron and champion. Rawlings did become an advocate for Hurston, and by all accounts a warm friendship developed between the two. Yet at every turn, Rawlings's own racism and the societal norms of the Jim Crow South loomed on the horizon, until her friendship with Hurston transformed Rawlings's views on the subject and made her an advocate for racial equality.

Anna Lillios's Crossing the Creek is the first book to examine the productive and complex relationship between these two major figures. Is there truth to the story that Hurston offered to work as Rawlings's maid? Why did Rawlings host a tea for Hurston in St. Augustine? In what ways did each write the friendship into their novels? Using interviews with individuals who knew both women, as well as incisive readings of surviving letters, Lillios examines these questions and many others in this remarkable book.
