He travelled via Lake Chad and along the Niger River and to present-day Lagos on the Gulf of Guinea from 1865-1867. He was the second European explorer to visit the region of the Draa River in the south of Morocco. For this work, in 1868 he was awarded the Patron's Medal of the Royal Geographical Society of London.</p> <p>Rohlfs's detailed account of his time in Morocco and the Sahara is contained in his 1874 book "Adventures in Morocco and Journeys Through the Oases of Draa and Tafilet." (Rohlf's English book does not list a specific translator; in 1874 in the magazine Athenaeum, Rohlfs in specifying the translator merely states that "at my wish, Messrs. Low caused an English translation to be made.")</p> <p>Rohlfs' accounts of his experience in Morocco reads more like an adventure novel than history. Several times he was attacked by robbers and left for dead; and once, covered with nine wounds, he lay for two days and three nights in the desert: there he found good Samaritans in the inhabitants of a neighboring oasis, who kindly cared for him, and enabled him to resume his travels.</p> <p>He had scarcely entered on his first journey in this inhospitable country when he was robbed of every thing that he possessed; but, declining to turn back, he had the courage to press on to the first grand sheriff and apply for the position of surgeon in the army. <p>In recent years, authoritarian states in the Middle East and North Africa have faced increasing international pressure to decentralize political power. Decentralization is presented as a panacea that will foster good governance and civil society, helping citizens procure basic services and fight corruption. Two of these states, Jordan and Morocco, are monarchies with elected parliaments and recent experiences of liberalization. Morocco began devolving certain responsibilities to municipal councils decades ago, while Jordan has consistently followed a path of greater centralization. Their experiences test such assumptions about the benefits of localism.</p> <p>Janine A. Clark examines why Morocco decentralized while Jordan did not and evaluates the impact of their divergent paths, ultimately explaining how authoritarian regimes can use decentralization reforms to consolidate power. <em>Local Politics in Jordan and Morocco</em> argues that decentralization is a tactic authoritarian regimes employ based on their coalition strategies to expand their base of support and strengthen patron-client ties. Clark analyzes the opportunities that decentralization presents to local actors to pursue their interests and lays out how municipal-level figures find ways to use reforms to their advantage. In Morocco, decentralization has resulted not in greater political inclusivity or improved services, but rather in the entrenchment of pro-regime elites in power. The main Islamist political party has also taken advantage of these reforms. In Jordan, decentralization would undermine the networks that benefit elites and their supporters. <p>This book uses sociolinguistic approaches to explore how media discourse on undocumented migration informs Morocco-Spain political relations. Historically, much of the contact between these two nations has been through conquest - first through the Umayyad Caliphate taking control of the Iberian Peninsula (then called Hispania) in the 8th century, and then through Spain’s occupation of northern Morocco in the 20th century. Though these historical roots have undoubtedly played a role in shaping present-day Morocco-Spain relations, migration has also become another critical element, as the majority of legally authorized migration to Spain comes from Morocco. Additionally, Morocco serves as a sojourn for much of the undocumented migration to the Spanish autonomous cities of Ceuta and Melilla, both of which are enclaves in Morocco and common entry points for North African and Sub-Saharan African immigrants. Migration to Ceuta and Melilla has therefore become a flashpoint for anti-immigration attitudes that are frequently perpetuated in political and media discourse. The author uses these cities as a case study, situating them within the wider context of both immigration-related policies and news articles in order to examine how migration is represented in Spain and Morocco. The book connects media discourse with policy discourse, and addresses how these mediums (1) co-construct anti-immigration and xenophobic ideologies, and (2) shape and are shaped by the somewhat strained relations between Spain and Morocco. On the surface, Moulay Ismail’s 55-year reign was momentous: he consolidated a new dynasty, the Alaouites; he developed a professional army of soldier-slaves, the Abid al-Bukhari, which he used to crush domestic opposition; he created a sprawling new capital at Meknes; and he returned to Moroccan control several cities held by England and Spain. On the international scene, he raised Morocco’s profile in courting Louis XIV of France and James II of England. However, his legacy is an equivocal one. The cost of these successes was enormous: hundreds of thousands enslaved, as many or more killed through war and repression, including scores murdered by Ismail himself; and a state driven toward ruin by the ruler’s obsessions. A handful of researchers approach literacy either through theory or through practice in general; however, this is the first study in the African context that tries to investigate the issue of literacy from both perspectives.</p> <p>At the first level, Touati provides an evaluation of the state policy towards literacy during the 1990s. She places a particular emphasis on the motives and assumptions behind policy-makers' increasing interest in literacy. Since 1990, the state has adopted a participatory approach which is based on a cross-sector strategy that encourages both public and private institutions to take part in the dissemination of literacy. This text explores the working factors that motivate Moroccan decision-makers to support the campaign for greater literacy. Such factors are founded on the assumption that providing literacy programs, training, and education are a means of furthering the country's development. Morrocan officials also base their support for higher literacy rates on the belief that literacy is useful for both the individual and the society.</p> <p>At the second level, Touati offers an examination of the presumed benefits of literacy in Morocco. Literacy has been found to engender many personal, social, and economic benefits, but only when certain conditions are met.
