Miller takes a narrative approach in conceptualizing the politics of public policy. In this approach, signs and ideographsーthat is, constellations of images, feelings, values, and conceptualizationーare woven into policy narratives through the use of story lines. For example, the ideograph “acid rain” is part of an environmental narrative that links dead trees to industrial air pollution. The struggle for meaning capture is a political struggle, most in evidence during times of change or when status quo practices are questioned.</p> <p>Public policy is often considered to be the end result of empirical studies, quantitative analyses, and objective evaluation. But the empirical norms of science and rationality that have informed public policy research have also hidden from view those vexing aspects of public policy discourse outside of methodological rigor.</p> <p>Phrases such as “three strikes and you’re out” or “flood of immigrants” or “don’t ask, don’t tell” or “crack baby” or “the death tax” have come to play crucial roles in public policy, not because of the reality they are purported to reflect, but because the meanings, emotions, and imagery connoted by these symbolizations resonate in our culture.</p> <p>Social practices, the very material of social order and cultural stability, are inextricably linked to the policy discourse that accompanies social change. Eventually a winning narrative dominates and becomes institutionalized into practice and implemented via public administration. Policy is symbiotically associated with these winning narratives. Practices might change again, but this inevitably entails renewed political contestation. The competition among symbolizations does not imply that the best narrative wins, only that a narrative has won for the time being. <p>Women and Power in Africa: Aspiring, Campaigning, and Governing examines women's experiences in African politics as aspirants to public office, as candidates in election campaigns, and as elected representatives. Part I evaluates women's efforts to become party candidates in four African countries: Benin, Ghana, Malawi, and Zambia. The chapters draw on a variety of methods, including extensive interviews with women candidates, to describe and assess the barriers confronted when women seek to enter politics. The chapters help explain why women remain underrepresented as candidates for office, particularly in countries without gender-based quotas, by emphasizing the impact of financial constraints, fears of violence, and resistance among party leaders. Part II turns to women's experiences as candidates during elections in Kenya and Ghana. One chapter provides an in-depth account of a woman's presidential bid in Kenya, demonstrating how gendered ethnicity undermined her candidacy, and another chapter presents a novel evaluation of the media's coverage of women candidates in Ghana. Part III turns to women as legislators in Namibia, Uganda, and Burkina Faso, asking whether women engage in substantive representation on gendered policy issues once in office. The chapters challenge the assumption that a critical mass of women is necessary or sufficient to achieve substantive representation. Taken together, the book's chapters problematize existing hypotheses regarding women in political power, drawing on understudied countries and variety of empirical methods. By following political pathways from entry to governance, the book uncovers how gendered experiences early in the political process shape what is possible for women once they attain political power. Focusing on animal welfare in the United States, <em>Governing Animals</em> begins with an account of the historical relationship between animals and the development of the American liberal welfare state. It then turns to the central theoretical argument: Some animals (most prominently pets and livestock) may be considered members of the liberal social contract. That conclusion justifies limited state intervention to defend their welfare - even when such intervention may harm human citizens. Taking the analysis further, the study examines whether citizens may enjoy property rights in animals, what those rights entail, how animals may be represented in our political and legal institutions, and what strategies for reform are most compatible with liberal principles. The book takes up several policy issues along the way, from public funding of animal rescue operations to the ethics of livestock production, animal sacrifice, and animal fighting. Beyond even these specific policy questions, this book asks what sort of liberalism is suitable for the challenges of the twenty-first century.
