Augusto Barbera nel suo libro “I Parlamenti” scrive che ≪Montesquieu sottolinea come le Camere alte siano composte da persone illustri per nascita, ricchezza o onori; le quali se venissero confuse tra il popolo, e non avessero che una voce come quella degli altri, la libert? comune sarebbe la loro schiavit? e non avrebbero alcun interesse a difenderla perch? la maggior parte delle risoluzioni sarebbero contro di loro. La parte che essi hanno nella legislazione deve dunque essere proporzionata agli altri vantaggi di cui essi godono nello Stato; ci? accadr? se formeranno un corpo che abbia il diritto di arrestare iniziative del popolo, come il popolo ha il diritto di arrestare le loro. Si ricordi la famosa frase “no taxation without representation” (nessuna tassazione senza rappresentanza) su cui si baser? anche la Costituzione degli Stati Uniti d’America, tuttavia solamente dopo il XV secolo in poi il Parlamento potr? esaminare le richieste di sussidi successivamente alla risposta del sovrano alle petitiones dei parlamentari . Le Provvisioni di Oxford furono un’altra passo importante; furono promulgate nel 1258 e in esse si stabil? che il Re dovesse essere affiancato da un Consiglio. Inizialmente rimasero fuori i ceti minori, finch? Simone de Montfort nel 1259 si batt? ardentemente per le Provvisioni di Westminster attraverso le quali riusc? a far entrare nel Consiglio due cittadini di ogni borgo per sedere insieme ai pari, ai prelati e ai cavalieri; dando vita in questo modo ai presupposti per la Camera dei Comuni. The 800 men were divided into four mobile radio broadcasting companies and sent to Europe to land on D-Day, fight in Normandy and at the Bulge, and participate in the conquest of Germany and the liberation of the concentration camps.
