Applying firm and decisive military force prior to the onset of hostilities can often serve to deter the potential aggressor. Crudely expressed, spilling a little blood today may preclude spilling a lot tomorrow. When dealing with those who don't share the same liberal beliefs towards conflict resolution, exhaustive diplomatic maneuverings, sanctions and warnings are interpreted as weakness and lack the persuasive power of a resolute, though limited, use of force. In the first Russian military involvement in Chechnya (October 1994-September 1996), we saw a sloppy mixture of these two approaches. Violent non-state actors persist in their use of conventional attack methods despite the availability of more advanced technology. This is puzzling because accepted wisdom states that, if the technology is available, an actor will adopt it. The term "radical leveling technologies" was recently coined by Jennifer Snow to define a new set of technologies that can upset existing balances of power and potentially allow violent non-state actors access to increasingly destructive or disruptive technology that was previously out of their reach. This concept underlines the easing of technological barriers for both state and non-state actors to obtain increasingly destructive/disruptive weapons. The tension between these two trends is indicative of a puzzle, in that there is little predictive capability regarding which groups will seek to adopt emerging or radical leveling technologies. Due to the nature of the problem, case studies involving violent non-state actors who conduct limited acts of violence would likely be irrelevant, as it is the less constrained violent non-state actors who are more likely to adopt technology that could cause mass destruction or disruption. Using the Possibility Principle, as delineated by James Mahoney and Gary Goertz, case selection for this thesis was dependent upon whether the "outcome of interest is possible." Because of this principle, the sample of cases was restricted to those groups with a demonstrated willingness to engage in higher order violence. The cases selected from this delimited pool were Chechen separatists; the Covenant, the Sword and the Arm of the Lord (CSAL); and Aum Shinrikyo.</p> <p>This compilation includes a reproduction of the 2019 Worldwide Threat Assessment of the U.S. Intelligence Community.</p> <p>Ultimately, in the case of the Covenant, the Sword and the Arm of the Lord, and Aum Shinrikyo, the independent variables of goal and audience needs affected the selection of specific modes of violence. However, in the case of the Chechen separatists only the audience needs shifted, though that seems to have been sufficient to impact the dependent variable. Notably, except for the Aum case, where there was a stated predilection for advanced technologies, each case showed that even when the actors had the opportunity to pursue high-cost technology options they chose to continue their use of low-cost technologies, though the destructive capacity of their choices shifted. Both the Chechen separatists and CSAL had access to high-cost technology options and yet, with one exception, neither used them. Each actor was driven and constrained by their goals and narrative as well as their disparate audience needs. Interestingly, in all three cases, the actors constrained themselves. In the case of Aum, this constraint was likely due to the inconsistency of other modes of violence with their narrative; in the case of the Chechen separatists, likely due to the demonstrated inefficiency of using the more destructive modes of violence as a strategic tool; and for CSAL, likely due to a combination of their lack of belief in their narrative and minus an existential threat in the form of government countermeasures. On the one hand it has shown that identity is constructed by discursive social practice. On the other hand identity is shaped by narrations, which re- arrange hi[stories] in a given time period, and political discourses. The analysis of the latter one has shown that identity 'from above' (identity-makers) bears the risk of being exploited as legitimation for specific goals. However they are resolved, regional issues emerging from the Caucasus will have a significant impact upon the larger climate of U.S.-Russian relations in the years to come.</p> <p>The Security Concerns of the Baltic States as NATO Allies - The end of the Cold War in the early-1990s signified a huge and very positive transformation in world politics. Nations that had been Warsaw Pact enemies for 5 decades became, almost overnight, allies of the West. Even nations that had been republics of the Soviet Unionーthe best examples being Estonia, Latvia, and Lithuania ー moved immediately to become staunch Western allies. The full post-Cold War transformation was consummated in 2004 when the three formerly Soviet Baltic republics, along with some former Warsaw Pact nations, became new members of the North Atlantic Treaty Organization (NATO). The admission of former Warsaw Pact nations such as Poland, the Czech Republic, Hungary, and the Baltic States into NATO has changed the dynamics of the Western alliance in ways that most of the Western leaders, especially those from the "Old Europe" nations, still do not fully grasp. The new NATO members tend to look much more to the United States than to European NATO members for leadership in all security matters. While the Baltic States tend to be enthusiastic European Union (EU) members in matters of economics, in matters concerning security, they tend to look first to the United States. The new NATO nations take security very seriously. Poland has one of the largest and best-trained armed forces in NATO. The former Warsaw Pact countries are ready and willing to have radar stations and anti-missile defenses on their national territory. Taking security seriously, along with a willingness to participate in out-of-area operations, has won the new NATO nations and the Baltic States respect in the NATO and Western councils. The new NATO nations also bring perspectives to the Atlantic alliance that tend to shake the complacency of the older member states. For example, the Baltic States in particular see the current Russian regime and Russian behavior in a much less benign light than the political leadership in the United States or older NATO nations do. The protracted conflict between Chechnya and Russia ultimately led ethnic Chechen separatists to ally with Islamic jihadists at the turn of the 20th century. This thesis focuses on one product of this alliance: the emergence of female suicide terrorism (FST) in the first (1994-1996) and second (1999-2009) Chechen wars. Previously, the use of FST as a tactic had been confined to secular groups. In this thesis, factors that precipitated the rise of FST in Chechnya are explored. Despite the eventual alliance of Chechen separatists with Islamists, this thesis finds the factors that specifically apply to female suicide terrorism to be primarily secular. By identifying contributing factors in the Chechen case, this research provides a framework to identify conflicts in which a popular movement's tactics may escalate to terrorism and the employment of FST.</p> <p>I. Chechens united to support the separatist cause during the 1994 Russian invasion of Chechnya. However, after the first Russo-Chechen War, the new Chechen president was unable to unite the Chechen elites, and rebel field commanders sought patronage elsewhere, particularly with groups connected to transnational jihadist networks. This study argues that the fractionalization of the Chechen separatist movement allowed transnational jihadists to gain influence in local politics and finds that strong, centralized political parties or leaders can curb jihadist influence, as seen in the case of Hamas in Palestine. In a broader view, this research analyzes why transnational jihadists are able to co-opt various local struggles in the Muslim world, which we see in places such as Syria and Iraq today. Identifying the conditions that allow transnational jihadists to co-opt a local conflict points to policy considerations for how to prevent the spread of global jihad in future conflict zones.</p> <p>Since the war against the Soviets in Afghanistan, the mobilization of Muslim foreign fighters is a persistent factor in many of the local conflicts and wars in the Islamic World.1 In Syria during the Arab Spring, secular protests quickly took on sectarian tones and radical Islamist groups became major players in the conflict to oust Bashar al-Assad. In Chechnya, the separatist movement increased in religious rhetoric and rebel elites embraced alliances with transnational jihadist networks. Nationalist movements in the Islamic world such as these have sought assistance and alliances with transnational jihadist groups. However, other movements have discouraged the involvement of foreign fighters. What causes nationalist struggles to be co-opted by transnational jihadist groups?<br /> This research paper focuses primarily on the case of the Chechen nationalist movement from its inception to the start of the second Russo-Chechen War in 1999.
