Incubators, ranging from special study groups to non-Title 10 war games and field exercises, provide a safe space for experimentation and the construction of new operational concepts. Advocacy networks then connect different constituents and inject them with concepts developed in incubators. In a review of the migrations to the "land choice above all others," details of the geography and customs of those times give valuable insights into Lehi's arduous trek; an analysis of Lehi's voyage demonstrates how readers can expand their understanding of such an event; and a discussion shows how the promised land was prepared and protected by the Lord and then opened to various groups of people at appropriate times. This new purpose was not merely that a blessing was determined for Israel or for the Gentilesーeach of which has a large place in unfulfilled prophecyーbut rather that out from both Jews and Gentiles a new heavenly company was to be formed. The Scripture states, “For this cause I Paul, the prisoner of Jesus Christ for you Gentiles, if ye have heard of the dispensation of the grace of God which is given me to you-ward; how that by revelation he made known unto me the mystery; … which in other ages was not made known unto the sons of men, as it is now revealed unto his holy apostles and prophets by the Spirit; that the Gentiles should be fellow-heirs, and of the same body, and partakers of his promise in Christ by the gospel” (Eph. 3:1?6). La uni?n intelectual y jur?dica que desde entonces subsiste entre Am?rica y el principio regulador del comercio, que informa el Derecho internacional europeo, se mantuvo en lo fundamental, sin discutir ahora si las Rep?blicas que se organizaron pol?ticamente con independencia del mundo antiguo prosiguieron manteniendo en el remoto Occidente la uni?n constitucional con la madre patria, o si, inspir?ndose en la hist?rica ≪ingratitud de las colonias≫, llegaron ? romper aquella uni?n con profundas revoluciones pol?ticas. La Europa, que estaba al frente de la civilizaci?n, acept? en su totalidad aquella segregaci?n de la Am?rica septentrional y meridional como un corolario ineludible del desarrollo pol?tico del nuevo mundo. Abstracci?n hecha de peque?os impedimentos pasajeros, las antiguas naciones reconocieron el derecho de soberan?a ? las nuevas entidades pol?ticas, las cuales, con los crecientes puntos de contacto del tr?fico internacional considerablemente aumentado, supieron utilizar en todo las ventajas del Derecho internacional europeo. Europa fu? en todo el elemento comunicativo; Am?rica, el receptivo. Los conceptos jur?dicos de las naciones europeas respecto ? la guerra y ? la paz, las instituciones para el amparo jur?dico de la propiedad y para la justificada implantaci?n del sistema de favorecer ? los m?s en la concurrencia internacional, el derecho diplom?tico y consular, la protecci?n ? los extranjeros y el derecho de asilo en el m?s amplio sentido de la palabra, las reglas que garantizan el derecho de guerra y la neutralidad;.... todas estas instituciones jur?dicas, arraigadas en el campo del antiguo Derecho internacional europeo, se las ha asimilado Am?rica en cantidad considerable, y con ello ha realizado pr?cticamente la adhesi?n de su diplomacia ? los principios jur?dicos y comerciales del viejo mundo. La deuda de gratitud de Am?rica para con Inglaterra qued? pagada con el Alabama; para con Francia qued? sin pagar, por los errores de Napole?n y del Archiduque austriaco en la fundaci?n del trono imperial de M?xico. Hasta qu? punto la Am?rica del Norte como la del Sur ha permanecido pasiva respecto ?
