<p>When Mexico's authoritarian Party of the Institutional Revolution (PRI) was defeated in the 2000 presidential election after seventy-one years of uninterrupted rule, many analysts believed the party would inevitably splinter and collapse. An authoritarian party without control over government resources and without a strong national executive creates both opportunity and incentive for ambitious politicians to leave the party and join a separate faction. To the surprise of many, however, the PRI managed to deviate from this pattern, and returned triumphantly to the presidency in 2012. <em>Democratization and Authoritarian Party Survival: Mexico's PRI</em> argues that those authoritarian parties that survive the transition to democratic elections do so because they are able to adjust to electoral challenges and the rigors of the ballot box more quickly and effectively than their internal party rivals. Such as in the case of the PRI, these electorally-oriented vote winners find ways to cooperate and avoid the dangers of internal ruptures. Those authoritarian parties in which vote-winning factions are unable to defeat their intra-party rivals, or those that divide and fragment, are less likely to survive the transition to democratic voting. Despite the interest in Mexico's former hegemonic party and its return to power, no full-length monograph has been dedicated to studying its transformation. <p>This comprehensive study of local politics in Russia shows that the key reforms of local government, and the struggle to forge viable grassroots democracies have been inextricably linked to the wider struggle for power between the regions and the Kremlin, and to the specific nature of Russia’s highly politicized and negotiated form of asymmetrical federalism. During the Yeltsin era all attempts to create a universal and uniform system of local-self-government in the federation were a failure. Under the protection of their constitutions and charters, and the extra-constitutional rights and powers granted to them in special bilateral treaties, regional leaders, particularly in Russia’s 21 ethnic republics were able to instigate highly authoritarian regimes and to thwart the implementation key local government reforms. Thus, by the end of the Yeltsin era the number of municipalities, their type, status and powers, varied tremendously from region to region. Putin’s local government reforms also need to be viewed as an integral component of his wider centralizing political agenda, and his assault on the principles and practices of federalism. With the instigation of his ‘dictatorship of law’ and ‘power vertical’, Putin has thwarted the development of grassroots democracy and overseen the creation of local ‘electoral authoritarian’ regimes. Putin’s new system of local self-government marks a victory for the proponents of the ‘statist concept’ of local self-government over those who championed the ‘societal concept’, codified in Article 12 of the Russian Constitution. <p>In migration research, studies on the influence of return migrants on the societies in their home countries are still few and predominantly concentrate on the economic dimension of migration. The literature on democratization has likewise paid only scant attention to the external factors that play a role in the transition of states in the process of becoming more democratic. Cognizant of these lacunae in research on migration and democratization, this book sets out to argue that return migrants can play an important role in the consolidation process of young democracies. The goal is therefore to explore the nature of this influence and to discuss its stabilizing as well as destabilizing aspects with regards to democratization. As a case study this book analyzes “labor exporter par excellence,” the Philippines.<br /> Research is based on original data: a survey in the Philippines with 2,000 respondents, 37 in-depth interviews with respondents from the sample, and 45 expert interviews serving as background material. The destinations covered are Saudi Arabia, Qatar, UAE, Taiwan, Japan, and Hong Kong.<br /> This book discusses whether labor migration can affect democratization processes and what impact the political order of the host country has on this potential effect. It attests the potential of the migration experience to affect migrants' attitudes towards democracy, thus playing an important role in the support needed for democracies in the stage of consolidation. Our findings suggest that the migration experience may not only lead to a more critical stance towards the political system of the home country; there are also indicators of lesser support for the principles of democracy when compared to migrants about to leave the country for the first time. A considerable number of studies examine the impact of social media on the practice of democracy in liberal democratic contexts and on the democratization process in nondemocratic contexts. However, little is known about the rise and implications of using the Internet and social media platforms for democratization processes in a hybrid political system, like that of Iraqi Kurdistan, which combines elements of both democracy and authoritarianism. The author investigates the use of social media platforms by citizens, politicians, electoral candidates, and political parties, and its significance for political participation and political communication, which are selected as important elements of democratization.
