<p>This is a comprehensive and unique history of the Minuteman ICBM program and related Cold War issues, focusing on missile silos in South Dakota. The history of the Cold War, focusing on the 1950s and 1960s, describes how nuclear systems developed, and the political climate and foreign policy decisions of Presidents Eisenhower and Kennedy - and how these factors affected development of strategic missiles and nuclear armament systems. Chapter 2 provides a background on ICBM program beginnings and liquid-fuel ICBMs, placing the development of solid-fuel ICBMs into context. Success in future conflict , will depend upon the navy's ability to acquire appropriate new technologies and to integrate that technology into future forces. Senior naval officers and historians have identified cruise missile technology as an area where the navy resisted innovation, a failure that was blamed on intra-service political imperatives. Examination of the history of cruise missile innovation reveals a very different pattern. Over the past fifty years, the navy persistently pursued the development of cruise missile technology. The single significant gap in cruise missile development in the past half century, 1959-1967, resulted from unique historical circumstances of the time, and not organizational antipathy toward cruise missiles. Several lessons emerge from the history of naval cruise missile innovation. Prospects for success in future innovative endeavors can be enhanced by providing stable and ample resources to project scientists and engineers.</p> <p>An examination of the history of naval cruise missile innovation demonstrates that, over the past 50 years, the Navy persistently pursued the development of cruise missile technology. The single interruption in cruise missile innovation, 1959-1967, resulted from extreme budgetary pressures and conflicting organizational priorities. While certain naval aviators indeed opposed the development of cruise missile technology, the facile historical interpretation of aviators opposing cruise missile innovation is not correct. Rather, the Navy has demonstrated a long interest in cruise missiles and undertook to acquire anti-ship missiles when the circumstances of mission and technology were finally right</p> <p>Several lessons emerge from the history of Naval cruise missile innovation. The objectives of long-range technological innovation will probably be controversial. Leaders must be prepared to proceed in the face of well-intentioned opposition. Most innovative efforts end in failure; senior naval and government officials must expect and accept frequent failure as a cost of innovation. The prospects for success in future endeavors can be enhanced by providing steady and ample resources to projects. Naval leadership must guard against prematurely rushing new systems into operational evaluation or production. In deciding the future of ongoing projects, leaders should avoid the organizational myopia that results from judging future systems on the basis of today's needs. Finally, the Navy needs officers who are willing to promote new technologies: the zealots who crusade for their vision of future warfare and the technologies necessary for their vision. When he became manager of the ICBM program in mid-1954, it had suffered through a checkered history marked by stop-and-go development, unrealistic requirements, divided authority, low priorities, and indecision whether the emphasis should be on ballistic missiles or winged missiles like the Snark and Navaho, essentially unpiloted aircraft.</p> <p>Research in the ballistic missile field had begun immediately after World War II but soon fell victim to budgetary cuts that reduced it to dormancy. The program was resurrected in January 1951 as Project MX-1593, which led ultimately to the Atlas ICBM. In December 1952, a committee of the Air Force SAB headed by Dr. Clark B. Millikan recommended a phased approach that would not produce an operational missile until 1965.</p> <p>In March 1953, Schriever learned of a scientific breakthrough that appeared to make intercontinental missiles technically feasible much sooner than the Millikan Committee thought possible. At a meeting of the SAB, Dr. Edward Teller, a leading advocate for the development of hydrogen weapons, reported on the successful test of a hydrogen bomb device in November 1952ーthe "Mike" shot. Dr. John von Neumann, head of the Institute for Advanced Study at Princeton, New Jersey, confirmed Teller's report and predicted that hydrogen warheads would be extremely light, with a high explosive yield. This news captured the attention of Schriever and Theodore Walkowicz, a retired Air Force officer. The two visited von Neumann and were convinced that the predicted new weapon, lighter and much more powerful than atomic warheads, promised to dispel one of the major obstacles in ICBM development. The missile could require less thrust because of its lighter warhead, and its trajectory could be less accurate because of the warhead's greater destructive power. Von Neumann believed a thermonuclear warhead weighing 1,500 pounds and yielding one megaton could be achieved by 1960. <p>Navy's Force Structure Assessment (FSA) was developed in an effort to determine the right balance of existing forces, the ships we currently have under construction and the future procurement plans needed to address the ever-evolving and increasingly complex threats the Navy is required to counter in the global maritime commons. This FSA assumes that the future plans for our Navy, in ship types and numbers of ships, continues to replace the ships we have today with ships of similar capability and in similar numbers as we transition to the future Navy - it does not address potential options that may come out of the ongoing review of the potential Future Fleet Architecture studies that were directed by Congress and completed in October 2016. As we evaluate the options presented in these studies and move to include them in our plans for tomorrow's Navy, this FSA will need to be updated to reflect those changes that are determined to be most beneficial to meeting the Navy's missions of the future.</p> <p>The FSA, released at the end of 2016 by the outgoing Obama administration, recommends a 355-ship fleet including 12 carriers, 104 large surface combatants, 52 small surface combatants, 38 amphibious ships, and 66 submarines. The assessment will be one input to the Navy's FY-2018 30-year shipbuilding plan. The current proposed Navy budget is seen as a bridge to this larger Navy, with shipbuilding on an upward glide slope towards 308 ships.<br /> Navy leadership is confident that, if funded, this plan is executable, as each ship class called for in the FSA has an active shipbuilding line already up and running.</p> <p>"To continue to protect America and defend our strategic interests around the world, all while continuing the counter terrorism fight and appropriately competing with a growing China and resurgent Russia, our Navy must continue to grow," said Secretary of the Navy Ray Mabus. "All of the analysis done to date, inside and outside of the Navy, recognizes, as we have for nearly the last eight years, the need for a larger Fleet. That is why, working with Congress and our partners in industry, we have successfully reversed the decline in shipbuilding that occurred from 2001-2009, putting 86 ships under contract over the last seven years. Maintaining this momentum, and the cost-saving business practices we have established, will be critical to ensuring the Navy is able to achieve the FSA-recommended fleet size and is positioned to maintain the global presence the Navy and Marine Corps uniquely provide our nation."</p> <p>Part of this reproduction includes the Congressional Research Service report on the FSA and shipbuilding. This report presents background information and issues for Congress concerning the Navy's force structure and shipbuilding plans. The current and planned size and composition of the Navy, the rate of Navy ship procurement, and the prospective affordability of the Navy's shipbuilding plans have been oversight matters for the congressional defense committees for many years. The Navy's proposed FY2018 budget, as amended on May 24, 2017, requests the procurement of nine new ships, including one Gerald R. Ford (CVN-78) class aircraft carrier, two Virginia-class attack submarines, two DDG-51 class destroyers, two Littoral Combat Ships (LCSs), one TAO-205 class oiler, and one towing, salvage, and rescue ship. On December 15, 2016, the Navy released a new force-structure goal that calls for achieving and maintaining a fleet of 355 ships of certain types and numbers. The issue for Congress is whether to approve, reject, or modify the Navy's force structure and shipbuilding plans.
