<p>Government sponsored breeding programs, medals of motherhood, forced abortions, and surgical sterilization on park benches--all of these policies have come out of government efforts to nationalize sex and harness procreation as a tool of the state. Over 170 countries (or 85% of governments) worldwide have active policies designed to manipulate the fertility of their citizenry with the aim of influencing the rate of growth of their populations. While over 90% of least developed states are trying to combat population growth with policies designed to reduce fertility, over two-thirds of all developed countries are actively crafting legislation to increase their populations. Despite over a hundred years of relative failure and innumerable studies questioning the viability and utility of government attempts to manipulate the fertility rate of the population as a whole, the majority of governments worldwide continue to uphold and develop such policies. What drives government to try to control how many children people will have? <em>Nationalizing Sex</em> traces why population emerged as an object of governance and how natalist policy has changed over time and place, using case studies from France, Germany, Russia, India, and China. <p>Before the French Revolution, tens of thousands of foreigners served in France’s army. They included troops from not only all parts of Europe but also places as far away as Madagascar, West Africa, and New York City. Beginning in 1789, the French revolutionaries, driven by a new political ideology that placed "the nation" at the center of sovereignty, began aggressively purging the army of men they did not consider French, even if those troops supported the new regime. Such efforts proved much more difficult than the revolutionaries anticipated, however, owing to both their need for soldiers as France waged war against much of the rest of Europe and the difficulty of defining nationality cleanly at the dawn of the modern era. Napoleon later faced the same conundrums as he vacillated between policies favoring and rejecting foreigners from his army. <p><strong>An ethnographic rendering of overseas students' fraught encounters studying at an American public university.</strong></p> <p>As states have reduced funding to public universities, many of those institutions have turned to overseas students as a vital, alternative source of revenue. Students from India have especially been seen as among the most desirable populations, as they’re typically fluent in English and overwhelmingly enroll in professional fields deemed critical to the knowledge economy. The large numbers of these youth migrating for their education tend to be viewed as a shining example of the value of the contemporary global university and how it enables ambitious people to secure opportunities not available to them in their home nation.</p> <p>However, a deeper examination of these young people’s encounters reveals a more complicated story than glossy brochures and paeans to American higher education would suggest. <em>Indebted Mobilities</em> draws on Susan Thomas’s close shadowing of a group of middle-class Indian migrant men who attended a public university in New York just as the institution sought to “internationalize” its campus in the wake of ongoing withdrawal of state funding. Thomas takes the reader along with the young men as they study, work, and socialize, pursuing the successful futures they believed to be promised when they migrated for an American education. All the while, they must face their marginalization as they become enmeshed in the fraught inclusion politics of contemporary university life in the United States. At the heart of these encounters is these students’ relationship to debtーnot just material ones that include student loans, but moral and affective debts as well. This indebtedness, which keeps them tied to both India and the United States, is meaningful to how Indian middle-class men make sense of their experiences as student-migrants. Studies often perpetuate a hegemonic and U.S.-centric way of doing research, and by default doing intercultural communication scholarship. <p>In an era of globalization, internationalization of higher education (IHE) has been constructed as an almost inevitable trend and has become a common pursuit of many nations in their higher education (HE) policies. This book focuses on two nations, China and Australia, in terms of this trend. The broadest aim of this book was to find out the interactive relationships between global and national pressures in policy development by comparing the international HE policies in China and Australia. The three categories, overarching meta-policies at the macrolevel (nation), institution focused policies at the mesolevel (universities), and people focused policies at the microlevel (individuals) are documented and analyzed. Similarities and differences are identified. Similarities include promoting and deepening IHE as one important agenda in national policies at the macrolevel in the two nations, promoting transnational cooperation in the provision of HE at the mesolevel, as well as increasinginternational student numbers and encouraging an outflow of student learning and exchanges at the microlevel. Differences include China’s soft power initiatives and Australia’s appeal for the sustainability of international HE as a national priority in the area of IHE at the macrolevel; the focus on “World Class Universities” construction in China and strengthening the overall HE system in Australia; and different issues in relation to people mobility and brain circulationーspecifically, encouraging more outflow of students and attracting more inflow of talents and international students in China, and over-reliance on international students financially in Australia. It is suggested that different responses to the global trends reflect the specificities of each nation and the ways path-dependent factors mediate global pressures.
