Incessantly subjected to toil, they labor long and patiently without murmur, and the prompt and vigorous measures which are indispensable to their security, teach them the immediate application of whatever means are within their power. A natural desire to know the fate of their fellow creatures seems implanted in the breast of mankind, and the most powerful sympathies are excited by listening to the misfortunes of the innocent. Emphasis is on obtaining readily available data using recognized social science methods to analyze the maritime piracy crime phenomenon for planning and developing the strategies and actions that produce desired outcomes in support of crime reduction. The conventional view has justified British imperial expansion in the Gulf region because of the need to supress Arab piracy. This book, first published in 1988, challenges the myth of piracy and argues that its threat was created by the East India Company for commercial reasons. The Company was determined to increase its share of Gulf trade with India at the expense of the native Arab traders, especially the Qawasim of the lower Gulf. However, the Company did not possess the necessary warships and needed to persuade the British Government to commit the Royal Navy to achieve this dominance. Accordingly the East India Company orchestrated a campaign to misrepresent the Qawasim as pirates who threatened all maritime activity in the northern Indian Ocean and adjacent waters. Any misfortune that happened to any ship in the area was attributed to the ‘Joasmee pirates’. This campaign was to lead eventually to the storming of Ras al-Khaimah and the destruction of the Qawasim. Based on extensive use of the Bombay Archives, previously unused by researchers, this book provides a thorough reinterpretation of a vital period in Gulf history. It identifies key factors that are responsible for the development of Somali piracy and the actors which aim to stop it. Furthermore, the report addresses the legal, social, militaristic, economic, and political complications that arise from varying international strategies to effectively combat policy. The report outlines several underlying historical and geographical factors followed by the impacts that Somalia has faced in terms of its central government's collapse in 1991. As is discussed, Somalia as a failed state has allowed for piracy to flourish in conjunction with the described underlying factors. It also describes the cyclical trend, or feedback loop, that many of these factors have for promoting piracy while piracy in return antagonizes the issues caused by these factors. The obstacles towards combating piracy are also discussed demonstrating the difficult scenario that policymakers will need to address in order to effectively treat the cause of piracy. In order to identify the contradiction that exists pertaining to the issue of Somali piracy, this report will focus on Somalia's fractured society and its incompatibility with international democratic norms. As will become evident, the reduction of piracy hinges on the ability for Somalia's central government to stabilize.
