Mexicans only protest water privatization when they feel they are getting a bad deal on issues, such as poor water service, poor water quality, or unaffordable water price. In general, protesters blame privatization when they do not get what they pay for. Issues subsumed under water privatization and the threat to increase privatization are the most significant causal factors of water-related protests in Mexico. Protesters associate bad water service, poor water quality, and unaffordable water prices with water privatization. By analyzing water privatization in Mexico City and Aguascalientes, this thesis finds that state capacity and regulatory frameworks are key factors affecting the success of water privatization. In order to prevent future protests over water privatization, this thesis recommends the following practices: first, Mexico should strengthen its state capacity by reforming its public institutions; second, Mexico should strengthen its regulatory framework to ensure adequate governmental oversight over water companies. Finally, the government of Mexico should promote not-for-profit water companies as a way to avoid predatory practices from private water companies and governmental corruption. Water usage is very inefficient in Mexico; agriculture consumes 77%, industry uses 10%, and residents account for 13% of water consumption. To cope with the increasing demand for water and the increasing cost to obtain it, Mexican officials propose water privatization or the increase of existing privatization. However, many Mexicans oppose and protest over these propositions. Although social mobilization can result in protest that is peaceful and productive, Latin America has had mixed experiences of water-related demonstrations. One major extreme is Cochabamba, Bolivia, in which protests over water privatization escalated to violent riots. <p>This book explores the ethical implications of using armed contractors, taking a consequentialist approach to this multidisciplinary debate.</p> <p>While privatization is not a new concept for the US military, the public debate on military privatization is limited to legal, financial, and pragmatic concerns. A critical assessment of the ethical dimensions of military privatization in general is missing. More specifically, in light of the increased reliance upon armed contractors, it must be asked whether it is morally permissible for governments to employ them at all. To this end, this book explores four areas that highlight the ethical implications of using armed contractors: how armed contractors are distinct from soldiers and mercenaries; the commodification of force; the belligerent equality of combatants; and the impact of armed contractors on the professional military. While some take an absolutist position, wanting to bar the use of private military altogether, this book reveals how these absolutist arguments are problematic and highlights that there are circumstances where turning to private force may be the only option. In light of these disastrous outcomes the question of what 'went right' during the transition process seems to be even more appropriate then the question of what 'went wrong'. However, while it seems to be obvious that the stabilization and liberalization attempts by the Russian government predominantly failed, privatization, the third core facet of transition1 , 'has been touted as a one of the major successes of the Russian government's economic transformation policy. By the beginning of 1996 77.2% of medium-size and large enterprises had been privatised, accounting for 88.3% of total industrial output.'2 On the one hand, according to the Russian government's Western advisers this privatization is the fastest in human history and 'seems to be one of the few positive fruit of Russian economic policy since 1991'3. On the other hand, a common point of view is that its implementation led to an unfair distribution of state assets and only benefited a minority of Russian population. This debate is going to be the main focus of this paper. He shows that private ownership became a necessary evil for the CCP because the public sector was increasingly unable to address two essential concerns for regime survival: employment and revenue. Focusing on political actors as major change agents, Lin examines how their self-interested behavior led to the decline of public ownership in the context of China's evolving demographics and fiscal system. The constraints and incentives associated with these factors help explain CCP leaders' initial decision to allow limited private economic activities at the outset of reform. They also shed light on the ballooning opportunism among lower officials, which undermined the vitality of public enterprises. Furthermore, they hold a key to understanding the timing of the massive privatization in the late 1990s, as well as its tempo and spread thereafter. <em>Dancing with the Devil</em> illustrates how the driving forces developed and played out in these intertwined episodes of the story. <p>This book investigates the connection between tightening mobilization constraints and the use of PMSCs in the United States, the United Kingdom, and Italy. Drawing on neoclassical realism and institutionalist theory, it conceptualizes democracies’ use of private military and security companies (PMSCs) as an attempt to circumvent the tightening constraints on the mobilization of military power. The use of private military contractors is less subjected to parliamentary restrictions and less visible to public opinion than the deployment of soldiers. Rather than cheaper in financial terms, PMSCs are therefore politically cost-effective, as they enable decision-makers to minimize the institutional obstacles on conducting military operations and the electoral costs attached thereto.
