<p>Why should the earliest literary encounters between China and the United Statesーand their critical interpretationーmatter now? How can they help us describe cultural exchanges in which nothing substantial is exchanged, at least not in ways that can easily be tracked? All sorts of literary meetings took place between China and the United States in the nineteenth and early twentieth centuries, involving an unlikely array of figures including canonical Americans such as Washington Irving, Ralph Waldo Emerson, and Henry Wadsworth Longfellow; Chinese writers Qiu Jin and Dong Xun; and Asian American writers like Yung Wing and Edith Eaton. Yet present-day interpretations of these interactions often read too much into their significance or mistake their natureーmissing their particularities or limits in the quest to find evidence of cosmopolitanism or transnational hybridity.</p> <p>In <em>Intransitive Encounter</em>, Nan Z. Da carefully re-creates these transpacific interactions, plying literary and social theory to highlight their various expressions of indifference toward synthesis, interpollination, and convergence. In the last decade, China and India have risen to prominence in the Indo-Pacific region, requiring U.S. policymakers, subject matter experts, and military officials to shift their attention toward understanding this critical relationship. The maintenance and stability of the Indo-Pacific region depend on the dynamics of the Sino-Indian relationship. Thus, a better understanding of Sino-Indian relations can have significant implications for how the U.S. strategy progresses in the Indo-Pacific region. First, to understand the 21st-century Sino-Indian relationship, this thesis analyzed the factors that led to cooperation and discord between China and India during the 1950s and early 1960s, which culminated in the 1962 border war. Second, the thesis analyzed Sino-Indian relations from 2008-2017, identifying whether factors from the 1950s and early 1960s apply to current and future Sino-Indian relations. Despite the nuances that mark both periods, the 21st-century Sino-Indian relationship has followed a similar path of cooperation, competition, and conflict, which culminated in the 2017 Doklam standoffーthe longest border standoff since the 1962 border war. Overall, across both periods, this thesis found that unresolved territorial disputes, competition for energy resources, a race for regional influence, and assertive leadership have hindered cooperation. Extrapolating from the research, these factors will likely continue, creating a rocky way ahead for the Indo-Pacific region.</p> <p>This compilation includes a reproduction of the 2019 Worldwide Threat Assessment of the U.S. Intelligence Community.</p> <p>China and India established their governments following World War II, with a desire to restore national identity and grow their economies and militaries. Both countries were significantly affected by Western imperialism, which sought to take advantage of China's and India's vast natural resources and human capital. Upon establishing themselves as new nation-states, China and India became forerunners of many subsequent independence movements, effectively leading to a new era of nation-and state-building. However, competition and conflict arose between them and culminated in the 1962 Border War, destroying their efforts to build cooperation. Today, the developing economic and military capabilities of both China and India, who cooperate in some areas but conflict in others, have brought emphasis to the Indo-Pacific region. Therefore, this thesis assesses the factors that led to cooperation and discord between China and India during the 1950s and early 1960s and what historical legacies portend to current and future Sino-Indian relations. Ultimately, what factors undermined Sino-Indian cooperation between 1950 and 1962 and are the same factors weakening Sino-Indian cooperation in the last decade?</p> <p>Early Sino-Indian relations were best characterized as cooperative, founded on similar struggles for independence. China and India established common ground after creating of their official governments, commencing diplomatic relations in the spring of 1950. Territorial disputes such as those over Taiwan and the South China Sea will be an important feature of this competition, but both are traditional disputes, and traditional solutions suggest themselves. A more difficult set of issues relates to U.S.-Chinese competition and cooperation in three domains in which real strategic harm can be inflicted in the current era: nuclear, space, and cyber.</p> <p>Just as a clearer understanding of the fundamental principles of nuclear deterrence maintained adequate stability during the Cold War, a clearer understanding of the characteristics of these three domains can provide the underpinnings of strategic stability between the United States and China in the decades ahead. That is what this book is about.</p> <p>This book assesses the prospect of U.S.-Chinese competition in these domains and develop three related analytic findings upon which their recommendations are built. The first is that in each domain, the offense is dominant. The second is that each side will be highly vulnerable to a strike from the other side. <p>Around the tenth century Jewish merchants from Central Asia arrived in Kaifeng. Welcomed by the Emperor, they integrated into China’s economy, society and culture. They intermarried with their hosts, following patrilocal custom with Chinese wives adopting their husbands’ Jewish traditions. In 1163 they built a synagogue, where the group, numbering 5,000 at its apex in the sixteenth century, continued to conduct Jewish rituals for seven centuries. Despite the loss of this building in 1849 by flooding, the families and clans of Jewish descent continued to recall their ancestral identity and preserved a few basic customs. In 1978 with the "opening-up" of China, foreign visitors to Kaifeng generated both a renewed interest in the group and a communal revival of its Jewish identification. This cultural revival has created both opportunities and risks, due largely to an ambivalent Chinese policy denying ethnic status to the Kaifeng Jews while allowing them limited cultural expression. In many such instances, Beijing implemented a calculus of threat and retaliation signals intended first to deter an adversary from taking actions contrary to Chinese interests by threatening the use of military force and, if deterrence failed, to explain and justify Beijing's resort to military force.</p> <p>This deterrence calculus was applied in each of the major instances in which Beijing has resorted to military forceーin Korea in 1950, in the Sino-Indian border dispute in 1961-1962, in the Sino-Soviet border dispute in 1968-1969, and in China's attack on northern Vietnam in 1979. It was also applied in instances in which Beijing's effort at deterrence apparently succeeded and China ultimately stopped short of using military force. Examples include China's responses to the intensifying American combat effort in Vietnam in 1965-1968 and to the 1991 debates in Taipei about delimiting the Republic of China's sovereignty claims.</p> <p>Beijing implements this deterrence calculus by a carefully calibrated hierarchy of official protests, authoritative press comment, and leadership statements. If the crisis persists and Beijing perceives its interests are not satisfactorily taken into account, its statements escalate in level and may include at first implicit and thereafter increasingly explicit warnings that it may use military force to achieve its goals. This approach has been employed consistently despite the sweeping changes in the PRC's place in the international order, the proliferation of foreign policy instruments at its disposal, the more complex crisis decisionmaking process and domestic political environment, and the dramatic evolution in the Chinese media over the decades. The question for U.S. policymakers is whether improving military capabilities will lead Beijing to substitute sudden or surprise attack for the politically calibrated deterrence signaling it has employed prior to its past use of force. This crushed western hopes for a growing gap between 'bear and dragon' in face of Crimea annexation and caused observers to talk of a Sino-Russian 'honeymoon' . However, under the surface their relation is not without any problems. First of all there is a problem of the base: the lack of a common strategy. Beyond opposing the US and the opaque overall idea of a 'multipolar world', both countries do not share a clear vision of a future international system. Moreover, there is a growing dissent in Central Asia as well as growing Chinese nationalism in combination with the unresolved 'Siberian question' leading to worries in Russia. Above all, increasing economic asymmetries in China's favour nurture Russian fears of becoming a 'junior partner' or a 'resource appendix' to China. Despite Francis Fukuyama touting the end of history, other states emerged to balance U.S. power and challenge its primacy. China's economic rise marked it as the primary threat to the United States' position atop the international system; yet, its economic power alone was not enough to balance U.S. power. China found a ready partner to bolster its balancing efforts in Russia after sanctions imposed by the West in the aftermath of its 2014 actions in Ukraine threatened to isolate it from the rest of the world. China stepped in to bolster Russia's economy with investments and increased oil and gas purchases, and Russia returned the favor by providing China with greater access to its advanced weaponry. Their mutual resentment of the U.S.-led international order drove them to even greater cooperation, and an evolving partnership emerged strengthened by a perceived common threat and the desire to create a more multipolar international system.
