<p>Indigenous women are rarely accounted for in world politics. Imagined as passive subjects at the margins of political decision-making, they often epitomize the antithesis of international relations. Yet from their positions of marginality they are shaping sovereignty.</p> <p>In <em>Vernacular Sovereignties</em>, Manuela Lavinas Picq shows that Indigenous women have long been dynamic political actors who have partaken in international politics and have shaped state practices carrying different forms of resistance. Her research on Ecuador shows that although Kichwa women face overlapping oppressions from socioeconomic exclusions to sexual violence, they are achieving rights unparalleled in the world. They successfully advocated for women’s participation in the administration of Indigenous justice during the 2008 constitutional reform, creating the first constitution in Latin America to explicitly guarantee the rights of Indigenous women and the first constitution worldwide to require gender parity in the administration of justice.</p> <p>Picq argues that Indigenous women are among the important forces reshaping states in Latin America. She offers empirical research that shows the significance of Indigenous women in international politics and the sophistication of their activism. Indigenous women strategically use international norms to shape legal authority locally, defying Western practices of authority as they build what the author calls <em>vernacular sovereignties</em>. Weaving feminist perspectives with Indigenous studies, this interdisciplinary work expands conceptual debates on state sovereignty.</p> <p>Picq persuasively suggests that the invisibility of Indigenous women in high politics is more a consequence of our failure to recognize their agency than a result of their <em>de facto</em> absence. <p><em>Buddhist-Inflected Sovereignties across the Indian Ocean</em> draws attention to the varied, historically contingent, and sometimes competing, arguments for and about sovereignty that operated in the Pali arena during the first half of the second millennium AD. It was a time of expanding interaction within the Indian Ocean just prior to Portuguese colonial presence in Southern Asia. Developing a linked series of case studies and examining territories now subsumed within the nation-states of Sri Lanka, Burma/Myanmar, and Thailand, Blackburn examines sovereign arguments expressed textually, as well as in the built environment, by persons with an interest in the teachings and institutions associated with Gotama Buddha. These cases show that no single model of Buddhist-inflected sovereignty dominated the Pali arena during this time, and that there was no stable vision of “Buddhist kingship.” Rather, over time, there was an accrual of possible models and pathways for argumentation about how sovereigns could and should relate to <em>buddha-s?sana</em>. Taking inspiration from diverse sources transmitted through multiple forms and media, arguments for and about sovereignty in the Pali arena were contested and rapidly changing. As the Indian Ocean increasingly shaped the flow of people, objects, and ideas, more peoples and territories participated in the Pali arena, attracted by its intellectual and aesthetic resources.</p> <p>Drawing on extensive scholarship and a wide range of multilingual source materials from premodern Sri Lanka, Burma, Thailand, and Cambodia, Anne M. Blackburn develops innovative conclusions about the relationships between textuality, sovereignty, maritime connectivity, and material culture in each of these areas. The book contributes simultaneously to several fields of study: the intellectual history of Southern Asia, literary and historical scholarship on Buddhism, and historical studies of the Indian Ocean. <p>By the 1920s, psychoanalysis was a technology of both the late-colonial state and anti-imperialism. Insights from psychoanalysis shaped European and North American ideas about the colonial world and the character and potential of native cultures. Psychoanalytic discourse, from Freud’s description of female sexuality as a “dark continent” to his conceptualization of primitive societies and the origins of civilization, became inextricable from the ideologies underlying European expansionism. But as it was adapted in the colonies and then the postcolonies, psychoanalysis proved surprisingly useful for theorizing anticolonialism and postcolonial trauma.</p> <p>Our understandings of culture, citizenship, and self have a history that is colonial and psychoanalytic, but, until now, this intersection has scarcely been explored, much less examined in comparative perspective. Taking on that project, <em>Unconscious Dominions</em> assembles essays based on research in Australia, Brazil, France, Haiti, and Indonesia, as well as India, North Africa, and West Africa. <p>Imagined Sovereignties argues that the Romantics reconceived not just the nature of aesthetic imagination but also the conditions in which a specific form of political sovereignty could be realized through it.</p> <p>Articulating the link between the poetic imagination and secularized sovereignty requires more than simply replacing God with the subjective imagination and thereby ratifying the bourgeois liberal subject. Through close readings of Blake, Coleridge, Wordsworth, and Shelley, the author elucidates how Romanticism’s reassertion of poetic power in place of the divine sovereign articulates an alternative understanding of secularization in forms of sovereignty that are no longer modeled on transcendence, divine or human.</p> <p>These readings ask us to reexamine not only the political significance of Romanticism but also its place within the development of modern politics. Certain aspects of Romanticism still provide an important resource for rethinking the limits of the political in our own time. While this sovereignty conditioned Oblate governance choices, the Government of Ontario became increasingly keen on reforming the University of Ottawa into a non-denominational corporation.</p> <p>Government pressure was coupled with shifting cultural expectations of the university’s social role, while an increasingly lay professorate helped put pressure on the Oblates from within. These twin pressures for removing religious control irked the Oblates, who put up stiff resistance, betraying their reticence to the liberalization of higher education. <p>Confronting a debt crisis, the Belizean government has strategized to maximize revenues from lands designated as state property, privatizing lands for cash crop production and granting concessions for timber and oil extraction. Meanwhile, conservation NGOs have lobbied to establish protected areas on these lands to address a global biodiversity crisis. They promoted ecotourism as a market-based mechanism to fund both conservation <em>and</em> debt repayment; ecotourism also became a mechanism for governing lands and peopleーeven state actors themselvesーthrough the market. Mopan and Q’eqchi’ Maya communities, dispossessed of lands and livelihoods through these efforts, pursued claims for Indigenous rights to their traditional lands through Inter-American and Belizean judicial systems.
