In recent decades, the development of - manned autonomous vehicles have been of great interest, and different kinds of autonomous vehicles have been studied and developed all over the world. In part- ular, UAVs have many applications in emergency situations; humans often cannot come close to a dangerous natural disaster such as an earthquake, a ood, an active volcano, or a nuclear disaster. Since the development of the rst UAVs, research efforts have been focused on military applications. Recently, however, demand has arisen for UAVs such as aero-robotsand ying robotsthat can be used in emergency situations and in industrial applications. Among the wide variety of UAVs that have been developed, small-scale HUAVs (helicopter-based UAVs) have the ability to take off and land vertically as well as the ability to cruise in ight, but their most importantcapability is hovering. <p>This Air Force paper deals with the issues raised by using weaponized unmanned aircraft systems (UAS) in battle, exploring mission employment and doctrinal problems.</p> <p>Unmanned aircraft (UA) now carry air-to-ground Hellfire missiles that give the operator the ability to not just find and track ground targets, but also strike them with great precision and lethality. Demand is high for the enhanced capabilities of armed UAs. However, there is currently no joint consensus on the development and employment of UAs.</p> <p>Within the Air Force, the ways intelligence, surveillance, and reconnaissance (ISR) and ground attack assets are doctrinally resourced, tasked, and flown in support of requirements are at odds with each other. Moreover, the Army’s Warrior UA and the Air Force’s Predator have some overlapping capabilities: they operate at similar altitudes, and both carry Hellfire missiles. Operators wrestle with competing operational employment concepts: is the armed UA a strike or an ISR asset? The answer to that question is fundamental to tasking and employment, which in turn must be shaped by consistent doctrine.</p> <p>In this paper, the author, who served as an expeditionary air support operation group commander in Operation Iraqi Freedom, explores some of the mission employment and doctrinal issues associated with this emerging weapons system and argues that weaponized UAs should be commanded and controlled just like close-air-support (CAS) assets. He argues that the Army’s Warrior program, while having many beneficial aspects, intersects a clearly defined Air Force mission area, which includes close air support, aerial imagery, tactical air reconnaissance, and tactical air interdiction. To avoid crowded airspace and redundant capabilities, he recommends that the Air Force be given the entire mission. He believes that whatever the outcome of the struggle over which service owns the mission area, much still must be accomplished to effectively command and control weaponized UAs in tomorrow’s battlespace. To further that effort, the author also recommends joint employment standards for UA weapons, joint agreement on the conduct of terminal control, and detailed training requirements for UA personnel. At times, Congress has encouraged the development of such systems; in other instances, it has attempted to rein in or better organize the Department of Defense's efforts. Unmanned aircraft are commonly called unmanned aerial vehicles (UAVs), and when combined with ground control stations and data links, form UAS, or unmanned aerial systems. The use of UAS in conflicts such as Kosovo, Iraq, and Afghanistan, and humanitarian relief operations such as Haiti, revealed the advantages and disadvantages provided by unmanned aircraft. Long considered experimental in military operations, UAS are now making national headlines as they are used in ways normally reserved for manned aircraft. Conventional wisdom states that UAS offer two main advantages over manned aircraft: they are considered more cost-effective, and they minimize the risk to a pilot's life. For these reasons and others, DOD's unmanned aircraft inventory increased more than 40-fold from 2002 to 2010. UAVs range from the size of an insect to that of a commercial airliner. DOD currently possesses five UAVs in large numbers: the Air Force's Predator, Reaper, and Global Hawk, and the Army's Hunter and Shadow. The recent commercial sales explosion of small, low cost UAV's has renewed discussions amongst security professionals and leaders at all levels of government concerning the threats presented by drones. For well over a decade, these concerns have been presented, discussed, admired, and assessed numerous times. However, a new urgency exists as negligent owners, criminals and terror organizations have realized the capabilities of these devices and are using them in deadly ways. Small-UAV's, which include both remote controlled model aircraft and drones, have been on the commercial market for decades. However, they (specifically quadcopters or drones) have proliferated in staging numbers over the past few years driving renewed concerns and governmental regulations. While the sales figures are impressive, the capabilities of these devices to be used as surveillance and reconnaissance platforms as well as payload delivery vehicles are even more concerning. These capabilities when coupled with their inherent portability and an operator with evil intentions have proven to be deadly. Fortunately, military and commercial organizations have searched for a means to deal with these small, slow, stealthy devices. Further, several systems have proven to be rather successful in defeating these small-UAV systems and have been employed at various civic and sporting events to monitor and deter potential threats from small-UAV's. As these counter-UAS systems have been developed and tested with success, the joint force must act quickly to choose an agile acquisitions model to procure and employ these weapons systems for the protection of property, assets and personnel. In complimentary fashion, the concept of operational employment of these weapons systems must also be agile and responsive to the evolving threat.</p> <p>This compilation includes a reproduction of the 2019 Worldwide Threat Assessment of the U.S. Intelligence Community.</p> <p>The Air Force has maintained dominance of the air domain to such a degree that since Korean War, no American ground forces have been killed since 1953. However, American ground forces have new reasons to look up. The newest aerial threat, low cost commercially available remote controlled quadcopters (commonly referred to as drones), have stormed onto the world stage in huge numbers over the past several years and have the capacity to end air superiority in the future. The threat may be physically small and relatively inexpensive, however, their diminutive size, extensive capabilities and low cost make them extremely attractive for kids and criminals alike. Although this threat is not a new technology and has penetrated the discussions of military leadership for decades, the time for admiring the problem and forecasting trends needs to end quickly. The concern is such that the entire Joint Force must act quickly in order to protect its property, assets and people and uphold the record of success which began in 1953. The small, very low cost, commercially available remote controlled quadcopter has proliferated at a frenzied pace over the past several years. The popularity of UAV's (unmanned aerial vehicle), commonly referred to as drones, has certainly attracted the attention of children, parents, commercial manufacturers, military and many levels of government. While UAV's have been a popular topic in military discussions and in the press lately, they have been in existence for quite some time. The activity was established to enable a responsive, efficient, timely, coordinated multiagency Research and Development (R&D) effort that will enable the U.S. to realize fully the benefits of Unmanned Aircraft Systems (UAS) in the National Airspace System (NAS). The use of UAS dates from the earliest days of flight. UAS today play an increasing role in many public missions such as border surveillance, wildlife surveys, military training, weather monitoring, and local law enforcement. However, expansion of domestic UAS operations has been inhibited by lack of a common understanding of what is required to safely and routinely operate UAS in the NAS. Challenges such as the lack of an onboard pilot to see and avoid other aircraft and the wide variation in unmanned aircraft missions and capabilities must be addressed in order to fully integrate UAS operations in the NAS in the NextGen timeframe.</p> <p>This report represents a significant effort on the part of the Next Generation Air Transportation System (NextGen) partner agencies to establish a multiagency roadmap of the R&D necessary to enable routine operations of UAS in the NextGen NAS. <p>Through the perspective of Wayne P. Hughes' missile salvo equation, this research examined naval surface forces of the People's Republic of China (PRC) and the United States in order to demonstrate how American surface combatants can defeat PRC anti-access area denial (A2AD) measures in the South China Sea (SCS). Hughes' equation reveals that advantages for American surface forces are obtained by increasing fleet numbers, counter-targeting (CT), and increased scouting. This thesis advocates fleet growth as articulated in Hughes' New Navy Fighting Machine (NNFM) study. Comparisons of the NNFM, the U.S. fleet, and the PRC fleet demonstrate both the disparity facing the American surface forces, and the near parity obtained in the NNFM. CT through unmanned surface vehicles (USVs), and naval obscurants provide American surface forces increased staying power and tactical advantage. Scouting and communications networking through a theater wide constellation of airships provide the American fleet with persistent situational awareness of the battle space, tactical communications with subsurface forces, and improved emissions control (EMCON) measures for surface forces. The distributive properties of the NNFM, combined with this study's CT and scouting findings, offer American surface combatants success over the PRC Navy in the SCS scenario.</p> <p>The western Pacific is home to many areas of growing contention. In the past, a predominant concern of the U.S. centered upon potential PRC military aggression towards Taiwan. However, speculation over oil and gas reserves embedded in the SCS has increasingly drawn attention to the waters between Vietnam and the Philippines. Claims assertions have already generated tensions between Southeastern Asian neighbors and have the potential to grow into armed conflict as the PRC increases their level of force within the region.
