This knowledge product highlights how robust policies on emissions trading systems (ETS) can be important tools in reducing GHG emissions in a cost-effective manner, as well as supporting the mobilization of finance together with deployment of innovative technologies. There are currently 17 ETSs in place in four continents and account for nearly 40% of global gross domestic product. In Asia and the Pacific region, there are 11 systems operating, with more being planned. The growing wealth of experience on ETSs can be valuable to support DMCs that are planning and designing new systems of their own. This new carbon market is the largest of its sort, growing quickly and behaving very similarly to the stock markets. Because of being so new, there is still a considerable amount of uncertainty about its future development, but some first lessons are discussed in the report. Crucial is the allocation of allowances with all its exceptions that can lead to false incentives to actually increase emissions. Allowances now represent a cost that can either lead to competitive disadvantage or present an opportunity to increase margins if allocated for free. Investment decisions are being affected because environmental concerns are translated into a cost that can be evaluated against the costs of other alternatives. Consequences of the US being the worlds largest emitter not ratifying the Kyoto Protocol is addressed. Pitfalls of the system are identified and recommendations given. Eine unver?nderte Schadstoffemission von CO2 w?rde bis zum Jahr 2050 zu einer Konzentration f?hren, die eine ?berschreitung der weltweiten Temperatur im arithmetischen Mittel von 2 Grad nach sich zieht. Die weltweite Temperaturerh?hung als Implikation hoher Emissionen wird als Klimaintensit?t bezeichnet und beschreibt eine nachhaltige Erw?rmung bei einer Verdopplung der CO2-Emissionen in der Atmosph?re. Seit Mitte des 18. Jahrhunderts f?hrte der anthropogene Einsatz fossiler Energietr?ger zu einer Kohlenstoff-Emission von 545 Gigatonnen. 45 % dieser Schadstoffmenge wirken sich negativ auf die Atmosph?re aus. Oberstes Ziel dieses Abkommens ist es, die Emission klimasch?dlicher Gase (sog. Treibhausgase), wie zum Beispiel Kohlendioxid (CO2), bis zum Jahre 2012 um weltweit f?nf Prozent im Vergleich zum Niveau des Jahres 1990 zu senken. Der Emissionshandel stellt dazu ein Verfahren bereit, durch welches dieses Ziel, mit m?glichst geringen Kosten realisiert werden kann. Die Mitgliedstaaten der Europ?ischen Union verpflichteten sich im Kyoto-Protokoll dazu, die durchschnittliche Emission von Treibhausgasen bis zum Jahre 2012 um acht Prozent gegen?ber dem Niveau von 1990 zu verringern. Die Mitgliedstaaten arbeiten zur Erreichung dieses Ziels zum einen unabh?ngig voneinander (zum Beispiel mittels nationaler Klimaschutzma?nahmen), zum anderen aber auch gemeinschaftlich: Hierzu wurde als wichtigste Ma?nahme zum Klimaschutz die Einf?hrung eines europ?ischen Emissionshandelssystems f?r Unternehmen beschlossen, welches am 1.Januar 2005 startete. Das Emissionshandelssystem der europ?ischen Union l?sst sich als ?konomisches Instrument zur Verringerung des Aussto?es des Treibhausgases Kohlendioxid charakterisieren. Basis des Emissionshandelssystems ist somit der Wert der Berechtigung des Aussto?es einer Tonne CO2(=1 EUA = European Allowance).
