Do you consider that emissions trading provides a viable means of achieving reductions in greenhouse gases?【電子書籍】[ Veronika Minkova ]

Essay from the year 2011 in the subject Law - European and International Law, Intellectual Properties, grade: 1,7, University of Reading, language: English, abstract: Directive 2003/87/EC established a scheme for greenhouse gas (GHG) emission allowance trading within the Community which is in compliance with the overall commitment entered into by the European Community and its Member States under the Kyoto Protocol. It aims at reducing total emissions of GHG by at least 5% of the level of emissions in 1990, during the period 2008-12. The EU Emissions Trading Scheme (EU ETS) is based on the recognition that creating a price for carbon emissions is the most cost-effective way to achieve the deep reductions in global GHG emissions that are needed to prevent climate change from reaching dangerous levels. The first section of the present essay outlines the problem of climate change and how the international legal framework addresses it. In the second section, the cap-and-trade system is discussed as a flexible mechanism for climate protection. The next section identifies three theoretic models of the ETS: Economic Efficiency, Private Property Rights and Command-and-Control models. The fifth section outlines the EU ETS and discusses its main components. Finally, in the last section a critical analysis of the EU ETS is presented in terms of three main criticisms: target achievement, perverse incentives and economization of an ecological problem.

Engine Emissions Pollutant Formation and Measurement【

In recent years, emissions from transportation engines have been studied widely because of the contribution of such engines to atmospheric pollution. During this period the amounts of pollutants emitted, the mechanism of their formation, and means of controlling emissions have been investigated in industrial and government laboratories, as well as at universities. The results of these investigations have generally been published as individual articles in journals, transactions, meeting proceedings, and, frequently, in company reports. This proliferation of technical information makes it difficult for workers in the field to keep abreast of all developments. For this reason, the editors felt the need for a book which would survey the existing state of knowledge in wide, albeit selected areas, and would provide a guide to the relevant literature. This book is intended to fulfill this function. It is recognized that all aspects of transportation engine emissions cannot be explored in a single volume. In this book attention is focused primarily on sources and mechanisms of emission formation within the combustion process, and on measurement techniques. Beyond this objective, no re strictions were placed on the authors. Within the framework of the general theme each author has been free to treat his subject as he saw fit. The editors have not strived to replace by uniformity the highly personal and attractive divergences of style. Considerable efforts were made, however, to ensure clarity and minimum overlap between the chapters.

Air Quality Control Formation and Sources, Dispersion, Characteristics and Impact of Air Pollutants ー Measuring Methods, Techniques for Reduction of Emissions and Regulations for Air Quality Control【電子書籍】[ G. Baumbach ]

Air quality and air pollution control are tasks of international concern as, for one, air pollutants do not refrain from crossing borders and, for another, industrial plants and motor vehicles which emit air pollutants are in widespread use today. In a number of the world's expanding cities smog situations are a frequent occurrence due to the number and emission-intensity of air pollution sources. Polluted air causes annoy ances and can, when it occurs in high concentrations in these cities, constitute a seri ous health hazard. How important clean air is to life becomes apparent when consid ering the fact that humans can do without food for up to 40 days, without air, how ever, only a few minutes. The first step towards improving the air quality situation is the awareness that a sound environment is as much to be aspired for as the development of new tech nologies improving the standard of living. Technical progress should be judged es pecially by how environmentally benign, clean and noiseless its products are. Of these elements, clean air is of special concern to me. I hope that this book will awaken more interest in this matter and that it will lead to new impulses. Due to the increasing complexity of today's machinery and industrial processes science and technology can no longer do without highly specialized design engineers and opera tors. Environmental processes, however, are highly interdependent and interlinked.

Rescuing EU Emissions Trading The Climate Policy Flagship【電子書籍】[ J?rgen Wettestad ]

This book draws upon a meticulous study of background documents and a string of fresh interviews to tell the fascinating story of how the EU’s climate flagship was significantly improved. The EU’s emissions trading system (ETS) covers almost half of its greenhouse gas emissions and has been hailed as the cornerstone and flagship of EU climate policy. But in spring 2013 the ETS was in severe crisis, with a huge surplus of allowances and a sagging carbon price. Even a formally simple measure to change the timing of auctioning was initially rejected by the European Parliament. Two years later a much more important ‘market thermostat’ was adopted (i.e. the Market Stability Reserve) and proposals for a complete ETS overhaul were put on the table. This book examines and explains how it was possible to turn the flagship around so quickly. Crucial changes at EU and national levels are identified, chief among them in Germany and the European Parliament.

China's Way to Carbon Emissions Reduction The Choice of Regulatory Instruments and Its Legal Challenges【電子書籍】[ Ying Shen ]

Now that the most recent scientific estimates have shown that China has become the world's largest source of greenhouse gas emissions, China's influence on the world's environment and sustainable development highlights the importance of tailoring Chinese climate change law to conform with the requirements of international conventions and agreements on climate change. This thorough analysis, based on an examination of climate status, legal background, and current regulatory systems in China, examines the potential role of different policy instruments in reducing carbon emissions in order to find an appropriate choice for China, and recommends approaches to key issues for relevant authorities. The author conducts a comprehensive and in-depth study on the three mainstream environmental policy instruments used to control carbon emissions - the cap-and-trade system, the carbon tax, and command-and- control regulations - in a Chinese context. She reviews China's current policies, and elucidates how the issues of climate change and global warming call for social, environmental, economic, and legal reforms in China, especially in the areas of administrative law and property rights law. Among the issues and topics covered are the following:- key issues on designing and implementing each of the three policy instruments;- the choice of regulatory instruments for carbon emissions reduction in a socialist market economy based on the discussion of market failure and government failure theories;- legal challenges from China's current administrative legislation and the definition of carbon emissions entitlements;- practical effect of China's climate change policy at the national, provincial, and local levels;- effectiveness of China's implementation of its international obligations;- lessons learned from schemes implemented in the United States and Australia;- comparison of China's seven regional pilot emissions trading scheme (ETS) programmes with the well-established EU ETS;- linkage between China's ETS and other ETSs from a global perspective; and- future direction of an emerging carbon market in China. The analysis assesses the critical costs and benefits of each approach in the context of selected case studies, taking legal literature in the field fully into account.Given that the Chinese government is taking steps to reduce emissions by altering energy production and usage and is signalling a willingness to make similar commitments in a multilateral treaty, it is very timely and important for lawmakers and scholars, within and outside China, to think about new and appropriate regulatory measures to respond to the crisis and plan for a sustainable future. This study provides not only a useful benchmark for both China and other countries in formulating initiatives on enhancing climate protection, but also details the global implications for governments and for international organizations concerned with the understanding between China and the rest of the world in the context of climate change mitigation.

Emissions Trading An analysis of emission trading with reference to companies dealing with emissions: the case of RWE and E.ON【電子書籍】[ Yilmaz Seker ]

Seminar paper from the year 2005 in the subject Business economics - Business Management, Corporate Governance, grade: 1,0, University of Hull, language: English, abstract: 1 Introduction During the last century the Earth's average surface temperature has risen by 0.6 degrees Celsius. It is expected to warm by 1.4 to 5.8 degrees Celsius by the end of this century. The current warming trend is expected to cause extinctions. Many plant and animal species, already damaged by pollution and loss of habitat, are not expected to survive till the next century. Human beings are likely to face mounting impacts such as raising sea level, decrease of drinking water springs and, deserts may expand into existing farmlands. The main reason for growing thermometer is the industrialisation with burning of ever-greater quantities of oil, gasoline, and coal, the destroying of forests and some farming methods which especially causes carbon dioxide, methane, and nitrous oxide. These activities cause an increasing amount of 'greenhouse gases' in the atmosphere. The effect is that the global temperature is increasing artificially. Global warming involving the entire world which most countries joined an international treaty, under the umbrella of the United Nations, to begin to consider what can be done to reduce global warming. Therefore, in 1997 governments agreed to an addition to the consisting treaty, namely the 'Kyoto Protocol' (UNFCCC, 2005).
This volume documents the proceedings of the Symposium on Emissions from Continuous Combustion Systems that was held at the General Motors Research Laboratories, Warren, Michigan on September 27 and 28, 1971. This symposium was the fifteenth in an annual series presented by the Research Laboratories. Each symposium has covered a different technical discipline. To be selected as the theme of a symposium, the subject must be timely and of vital interest to General Motors as well as to the technical community at large. For each symposium, the practice is to solicit papers at the forefront of research from recognized authorities in the technical discipline of interest. Approximately sixty scientists and engineers from academic, government and industrial circles in this country and abroad are then invited to join about an equal number of General Motors technical personnel to discuss freely the commissioned papers. The technical portion of the meeting is supplemented by social functions at which ample time is afforded for informal exchanges of ideas amongst the participants. By such a direct interaction of a small and select group of informed participants, it is hoped to extend the boundaries of research in the selected technical field.

The Co-evolution of Commodity Flows, Economic Geography, and Emissions【電子書籍】[ Kieran Donaghy ]

This book presents extensions to current commodity-flow models to analyze the economic and environmental impacts of recent structural changes, such as fragmentation of production and lengthening supply chains. The extensions enable augmented commodity-flow models to analyze the vulnerability of supply chains and regions to climate change and extreme weather events. The models allow the explicit treatment of trade in intermediate goods; the so-called “new economic geography” behavioral foundations for production and inter-industry and interregional trade; endogenous determination of capital investment and employment; and changes in emissions associated with production, consumption and freight movement. Presenting a modeling framework and simulations that are based on a thirty-year, spatial time-series of inter-industry and interstate trade in the US, this unique book is a valuable resource for regional scientists, economic geographers and transportation modelers, as well as environmental and atmospheric scientists.

Corporate Responses to Climate Change Achieving Emissions Reductions through Regulation, Self-regulation and Economic Incentives【電子書籍】[ Rory Sullivan ]

Given the scale of the greenhouse gas emissions reductions that are seen as necessary to avert the worst effects of climate change, policy action is likely to result in a complete reshaping of the world economy. The consequences are not confined to 'obvious' sectors such as power generation, transport and heavy industry; virtually every company's activities, business models and strategies will need to be completely rethought. In addition, beyond their core business activities, companies have the potential to make important contributions to reducing greenhouse gas emissions through the allocation of capital, through innovation and the development of new technologies, and through their influence on the actions taken by governments on climate change.

Corporate Responses to Climate Change has been written at a crucial point in the climate change debate, with the issue now central to economic and energy policy in many countries. The book analyses current business practice and performance on climate change, in the light of the dramatic changes in the regulatory and policy environment over the last five years. More specifically, it examines how climate change-related policy development and implementation have influenced corporate performance, with the objective of using this information to consider how the next stage of climate change policy ??“ regulation, incentives, voluntary initiatives ??“ may be designed and implemented in a manner that delivers the real and substantial reductions in greenhouse gas emissions that will be required in a timely manner, while also addressing the inevitable dilemmas at the heart of climate change policy (e.g. how are concerns such as energy security to be squared with the need for drastic reductions in greenhouse gas emissions? Can economic growth be reconciled with greenhouse gas emissions? Can emissions reductions be delivered in an economically efficient manner?).

The book focuses primarily on two areas. First, how have companies actually responded to the emerging regulatory framework and the growing political and broader public interest in climate change? Have companies reduced their greenhouse gas emissions and by how much? Have companies already started to position themselves for the transition to a low-carbon economy? Does corporate self-regulation ??“ unilateral commitments and collective voluntary approaches ??“ represent an appropriate response to the threat presented by climate change? What are the barriers to further action? Second, the book examines what the key drivers for corporate action on climate change have been: regulation, stakeholder pressure, investor pressure. Which policy instruments have been effective, which have not, and why? How have company actions influenced the strength of these pressures?

Corporate Responses to Climate Change is a state-of-the-art analysis of corporate action on climate change and will be essential reading for businesses, policy-makers, academics, NGOs, investors and all those interested in how the business sector is and should be dealing with the most serious environmental threat faced by our planet.

Linking of Emissions Trading Schemes Conditions for Solid International Cooperation to Mitigate Emissions【電子書籍】[ Matthias Machinek ]

Anthropogenic Climate Change is one of the biggest challenges of the 21st century and receives more and more international awareness. The central instruments to counter climate change are emissions trading schemes (ETS) to cover GHG emissions. To increase efficiency and to ensure global reduction of emissions damaging to the climate, an international emissions trading scheme would be a rational choice. To establish such a global scheme, political decision makers could follow a bottom-up-approach by linking already existing ETS with each other. The book investigates such linkings of emissions trading schemes, which provide many benefits for the linking partners. As experience shows, although the number of schemes increased in the last decade, only a few linkings were established. Thus, the book answers the question, if and which conditions for states exist to link their emissions trading schemes. .

Food for Thought: Sustainability From Counter to Compost - Compost Soil for Fertilizing Crops, Reduced Methane and Carbon Dioxide Emissions in the Fight Against Global Warming and Climate Change【電子書籍】[ Progressive Management ]

This Congressional hearing explored the role of composting and sustainable dining in combating global warming and climate change. This document is professionally converted for accurate flowing-text e-book format reproduction.

Global warming has been linked to the cars that we drive, the energy supply, and now the food that we buy. From farm to fork, our food often travels long distances to reach our plate. The carbon dioxide emissions from these food miles traveled are compounded by the methane produced when food waste is tossed in landfills.

We cannot continue to spite the land that feeds us. The witnesses before us today are all pursuing sustainable dining options that can alleviate the impact of our food consumption on global warming. The impact is prevalent in the three responsibilities of a dining facility: procurement, consumption, and disposal. Purchasing local food reduces food miles traveled. Using renewable, biodegradable plates and utensils reduces oil consumption and waste. Turning table scraps and leftover food into compost returns nutrients to farms and reduces global warming.

The food Americans eat increasingly comes from greater distances. From 1970 to 1980, our food miles traveled increased 1,300 to 1,500 miles. A 2002 World Watch Institute report stated that food in the United States traveled between 1,500 and 2,400 miles. The typical American prepared meal contains on average ingredients from at least 5 countries outside of the United States. By favoring more local fare, the CO2 emissions associated with food travel can decrease significantly. A University of Washington study found that a plate of Washington-sourced foods resulted in 33 percent fewer CO2 emissions than a plate of similar foods from their most popularly imported countries or States of origin.

Even if a meal is entirely local, its contribution to global warming continues after the plates are cleared. Yard trimmings and food waste constitute 24 percent of the U.S. municipal solid waste stream, and half of the garbage at restaurants is estimated to be food waste. As this food rots in the landfill, it produces methane. If that methane escapes into the atmosphere, it traps 20 times more heat than CO2. Food in landfills will continue to contribute to methane emissions. A 2006 study predicted that, by 2025, food waste will increase by 44 percent worldwide. This methane buildup is deplorable because it is preventable. Food waste can be recycled into compost, resulting in fewer emissions and in new economic products. Compost soil can be used to fertilize crops and landscaping and support green jobs in food waste recycling. The reduced garbage load can result in lowered disposal fees as well. Using materials that can be converted to compost further relieves the strain on our landfills and steers facilities away from petroleum-based plastic products.

Environmental Commodities Markets and Emissions Trading Towards a Low-Carbon Future【電子書籍】[ Blas Luis P?rez Henr?quez ]

Market-based solutions to environmental problems offer great promise, but require complex public policies that take into account the many institutional factors necessary for the market to work and that guard against the social forces that can derail good public policies. Using insights about markets from the new institutional economics, this book sheds light on the institutional history of the emissions trading concept as it has evolved across different contexts. It makes accessible the policy design and practical implementation aspects of a key tool for fighting climate change: emissions trading systems (ETS) for environmental control.

Blas Luis P?rez Henr?quez analyzes past market-based environmental programs to extract lessons for the future of ETS. He follows the development of the emissions trading concept as it evolved in the United States and was later applied in the multinational European Emissions Trading System and in sub-national programs in the United States such as the Regional Greenhouse Gas Initiative (RGGI) and California’s ETS. This ex-post evaluation of an ETS as it evolves in real time in the real world provides a valuable supplement to what is already known from theoretical arguments and simulation studies about the advantages and disadvantages of the market strategy.

Political cycles and political debate over the use of markets for environmental control make any form of climate policy extremely contentious. P?rez Henr?quez argues that, despite ideological disagreements, the ETS approach, or, more popularly, 'cap-and-trade' policy design, remains the best hope for a cost-effective policy to reduce GHG emissions around the world.

Galvin - Economic Inequality and Energy Consumption in Developed Countries How Extremes of Wealth and Poverty in High Income Countries Affect CO2 Emissions and Access to Energy【

Inequality and Energy: How Extremes of Wealth and Poverty in High Income Countries Affect CO2 Emissions and Access to Energy challenges energy consumption researchers in developed countries to reorient their research frameworks to include the effects of economic inequality within the scope of their investigations, and calls for a new set of paradigms for energy consumption research. The book explores concrete examples of energy deprivation due to inequality, and provides conceptual tools to explore this in relation to other issues regarding energy consumption. It thereby urges that energy consumption approaches be updated for a world of increasing inequality.

Extreme economic inequality has increased within developed countries over the past three decades. The effects of inequality are now seen increasingly in health, housing affordability, crime and social cohesion. There are signs it may even threaten democracy. Researchers are also exploring its effects on energy consumption. One of their key findings is that less privileged groups have lost consistent access to basic energy services like warm homes and affordable transport, leading to huge disparities of climate damaging emissions between rich and poor.

Provides overwhelming evidence of the persistent and increasing income inequality and wealth inequality in developed countries over the past three decades

Showcases recent empirical work that explores correlates of this inequality with energy consumption behavior and some of the key problems of access to adequate energy services

Shows the connections between these findings and the existing ways of researching energy consumption behavior and policy

Emissions Trading and Competitiveness Allocations, Incentives and Industrial Competitiveness under the EU Emissions Trading Scheme【電子書籍】[ Michael Grubb ]

Complying with the forthcoming tightening of CO2 emission allocations in the EU may mean big bills for the industries affected. In this special issue of Climate Policy journal, leading experts examine the impacts on competitiveness and the commercial incentives available from the CO2 allowance allocations under the methodologies, and whether - and if so at what stage - the ETS itself may need to be amended.

The study is multidisciplinary, combining economic, legal and policy analysis with specific studies of impacts on electricity, cement and other industrial sectors and the allocation issues. It brings together the results of research conducted over the past two year from various research centres and consultancies in Europe, and in particular, work commissioned by the Carbon Trust and Climate Strategies Network. Through these, it presents the most comprehensive and detailed set of analyses yet conducted of the impacts of allocation on competitiveness - one of the most critical issues for the sectors affected and for the operation of the ETS.

Towards Ecological Taxation The Efficacy of Emissions-Related Motor Taxation【電子書籍】[ David Russell ]

Governments around the world are struggling to meet their commitments to achieve targets relating to reductions in greenhouse gases. Many writers advocating ways to achieve these targets offer radical but often impractical approaches that do not offer a way forward within the existing economic model. In contrast, Towards Ecological Taxation is a pragmatic consideration of realistic possibilities by an author from the world of accounting. Based on his research into the implications of changes in the UK motor taxation regime for company cars, David Russell considers the broader efficacy of taxation policy as a mechanism for reducing demand for fossil fuels and encouraging a shift towards carbon-neutral energy production. He incorporates the findings of a number of studies into his analysis, along with a wider consideration of tax regimes. Dr Russell suggests a way forward that will attract the interest of researchers, policy makers and decision makers wanting a better understanding of how taxation could be used innovatively, but within the existing economic status quo, to deliver specific and measurable reductions in CO2. Such a distinctive approach makes this book a valuable addition to the literature on environmental issues and the always thought provoking titles in the Corporate Social Responsibility Series.

Save The Planet! Save On Gasoline! …With Hybrid Cars Get The Best Car Deals With Hybrid Vehicles That Give Better Gas Mileage And Low Emissions So You Can Gain Huge Savings On Fuel Costs Plus Help Protect The Environment【電子書籍】

Hybrid cars are absolutely a breed of their own. They are designed specifically for maximum fuel efficiency and low emissions. Hence, they are car types that not only enable you to cut down on fuel consumption but also allow you to do your part in protecting the environment.

There are a lot of hybrid car models out in the market today. In fact, most major car manufacturers have their own original or enhanced version of a hybrid car. Honda, for example has the Honda Insight, Honda Civic Hybrid and the Honda Accord Hybrid. Toyota has the Toyota Prius, Toyota Highlander Hybrid or the Toyota Camri Hybrid. Nissan has the Altima Hybrid. Those are just a few of the popular hybrid models. But here you can also see the committed drive of car manufacturers in saving the environment in their quest to constantly develop their hybrid models to adapt to modern needs.

Hybrid cars give you better gas mileage by leveraging the power of gasoline and electricity. It captures energy while the car is going and stores it in the batteries for later use. When the hybrid vehicle is at a stop, it can automatically shut off the gasoline engine. Hybrids are also lightweight and lighter vehicles use up less energy. In addition, by lessening the amount of fuel that the car uses up, the hybrid consequentially limits the amount of harmful exhaust emissions given off, thereby causing less pollution to the atmosphere.

Whatever the brand and version, there is absolutely one hybrid model that will suit the budget and needs of the selective consumer who wants to go green and make a difference through the car he uses.

... --- 1 Vgl. Reclaiming the Atmospheric Commons The Regional Greenhouse Gas Initiative and a New Model of Emissions Trading【電子書籍】[ Leigh Raymond ]

How the Regional Greenhouse Gas Initiative created a new paradigm in climate policy by requiring polluters to pay for their emissions for the first time.

In 2008, a group of states in the northeast United States launched an emissions trading program, the Regional Greenhouse Gas Initiative (RGGI). With RGGI, these statesーConnecticut, Delaware, Maine, Maryland, Massachusetts, New Hampshire, New Jersey, New York, Rhode Island, and Vermontーachieved what had been considered politically impossible: they forced polluters to pay the public for their emissions. The states accomplished this by conducting auctions of emissions “allowances”; by 2014, they had raised more than $2.2 billion in revenues. In this first in-depth examination of RGGI, Leigh Raymond describes this revolutionary and influential policy model and explains the practical and theoretical implications for climate policy.

Other cap-and-trade schemes had been criticized for providing private profits rather than public benefits, allowing private firms to make money by buying and selling valuable “rights to pollute.” RGGI, by contrast, directed virtually all emissions auction revenues to programs benefiting the public at large. By reframing the issue in terms of public benefits, environmental advocates emphasized the public ownership of the atmospheric commons and private corporations' responsibility to pay for their use of it.

Raymond argues that this kind of “normative reframing” is significant not only for environmental policy making but also for theories of the policy process, helping to explain and predict sudden policy change.
